Bamford Family Farms (BFF) produces olive oil and humanely-raised, pastured beef. Fresh olives are cold pressed and bottled in an
on-farm, certified facility.
BFF’s existing tasting room and boutique is located at 1442 Meyers Street, Oroville. BFF is interested in moving their existing
business to this site.
The proposal is to use the vacant 10,000 square foot warehouse for multiple uses: a reception area (capacity 200) for the adjacent
events facility/wedding venue (The Willow Farm) on APN 041-150-047; kitchen (either warming for caterers or potentially a
commercial kitchen); Processed Food Registration certified olive oil processing and bottling; storage, shipping and packaging of
olive oil. Milling and pressing of olives would occur offsite. There would be a tasting room and sales of olive oil and related
products.
Olive oil will be brought into the facility and may include on-site production.
Departments Comments
Planning Land Use, Zoning, & Permitting
The parcel is zoned (DE) Sports & Entertainment. Conversion and use of the existing warehouse building as a
reception area for events at The Willow Farm is a permitted use under the SE zoning.
Olive oil processing exclusively from off-site olives would require approval of a conditional use permit (BCC
§24-175, Table 24-195-1 (attached)). If some of the olive oil is produced on-site, an administrative permit would
instead be required for up to 7,500 cases (67,500 liters) of olive oil.
On-site parking must be provided per BCC §24-93, Table 24-93-1 (attached). All parking areas shall be surfaced
with a dust-minimizing treatment or paved with asphalt, concrete or other all-weather surface. Landscaping for
paring areas shall be provided as specified by BCC §24-95, Table 24-95-2.
New or rehabilitated landscape installation that equals or exceeds 500 square feet requires submittal of landscape
planting and irrigation plans to the Department of Development Services for review and approval. Plans shall be
consistent with the requirements of the State of California Model Water Efficient Landscape Ordinance (MWELO)
and applicable Butte County Zoning Code requirements for landscaping and parking lot shading.

Building Building does not have records of the existing warehouse’s conversion from a limited agricultural use. This would
require permits for the changes of use to the proposed occupancies.
A Registered Design Professional will need to provide drawings of the changes of use and the proposed
occupancies. Some calculations were provided as part of a prior permitting attempt.
Disabled parking will require an improved surface, together with the path of travel. Exiting must be provided to
the public way or a designated safe dispersal area.
Impact fees will be required for the project and the Building Division can provide a fee estimate. Additional fees
(schools, parks et. al) may be required. SKIP financing can be used for financing of impact fees.

Public Works Requirement for reciprocal parking easement for the proposed shared parking area.
Surfacing of the parking area may require preparation of a drainage analysis to ensure drainage off-site is not
impacted.
Avoiding access on Clark Road will avoid requirements from CalTrans.
Curbs gutters and sidewalks will not be required.
Traffic estimates may require some improvements on the County right-of-way.

Environmental
Health
Integration of the production of other products (e.g. vinegar) may impact water needs and permitting requirements.
Production of commercial food packaged for consumption offsite may trigger additional County and State
requirements.
The existing wastewater system was permitted for up to 2,000 gpd. Production for a commercial kitchen will
require analysis by an engineer. Environmental Health maintains a List of Certified Designers.
Food processing requires a grease trap.
Permits for the existing food processing facility can per transferred.
Water wells will be subject to the Cal Code system and monitoring. Well logs are available to the property owner.
State permitting may be required through the California Department of Food and Agriculture (CDFA).

Fire/Cal Fire
Commercial kitchen will require a Type 1 Vent hood and UL listed Fire Suppression system.
Assembly will be subject to annual inspection.
Olive Oil is considered a Class IIIB Combustible Liquid. Maximum allowable quantities will be dependent upon
building and tank design and the addition of an automatic Fire Sprinkler system.
Construction can be performed in phases, however required Fire and Life Safety measures must be in place for
each phase.

Development
Butte County’s Economic Development program can assist the proposed business as follows:
Ability to promote facility through Explore Butte County.
Potential availability of USDA Rural Financing and Small Business Administration financing.
Employment training resources.
Statewide Community Infrastructure Program (SCIP) financing for most impact fees may be available.
Establishing the California Department of Tax and Fee Administration point of sale for sales tax reporting is
important to Butte County. Sales taxes for sales out of the proposed facility should be correctly reported.
