Second Pre-Approval Review of proposal to establish Worker Housing at Paradise Free Evangelical Church, 5095 Pentz Rd, Paradise APN: 055-290-083, Dear Pastor Worthington, The Butte County Environmental Health Division has reviewed the 01/21/20 revised Wastewater Analysis by Jarrod Holliday, P.E., Rancho Engineering, associated with the proposal to convert the referenced church complex into dormitory-like housing to accommodate up to 34 missionary volunteers. Based on these calculations we approve the use of the existing septic system to accommodate all the anticipated wastewater flows from this operation. We recognize that the septic system was installed in 1986 during the construction of the church. This system is comprised of a 1500 gallon septic tank, a 1000 gallon grease tank and two dispersal fields which will both be used by opening the diverter valve between the two. The total wastewater capacity of the system, when the diverter valve is opened, is proposed to be 720 gpd. Mr. Holliday has determined that the capacity of the existing septic system is adequate to properly handle the treatment and dispersal of the wastewater anticipated from this operation. Conditions on this determination are that the shower facility to be used for the volunteers will have low flow nozzles and that showers will be restricted to 5 minutes. Also, volunteer workers will be housed 6 days a week, with Sundays being a day when the volunteers are not present and therefore the wastewater flows decreased. Kitchen workers will be encouraged to conserve excessive water use and it is recognized that the daily activities of many of the volunteers will be in the community, using restroom facilities there and not at the church. Approval of the septic system to ‘handle’ all of the wastewater flows from this operation will be based on periodic inspections of the system by this division. We will make unannounced visits on occasion to check the dispersal fields for saturated conditions and the septic tank for ‘backing up’. In regards to the water we recognize that the church complex is served by Del Oro Water and therefore has potable water provided to it at the meter. In regards to the kitchen facility you have received approval from this division as a permitted food facility and will be required to maintain a food facility permit with us and receive periodic inspections.
