WHEREAS, Since 1980, for 40 years, Valley Oak Children's Services (VOCS) has served thousands of families in Butte
County as a crucial resource for any parent looking for assistance with chiidcare, parenting, starting a child care business or
family safety; and
WHEREAS, affordable and subsidized childcare supports families by providing childcare and early education at reduced
or no cost to low and middle-class families that qualify. Research shows that high-quality childcare improves early learning;
cognitive and language development; social and emotional development; and school achievement; and
WHEREAS, VOCS' mission includes Touching the H.E.A.R.T. of Children, Families, and Community through Health,
Education, Advocacy, Resources, and Training activities; and
WHEREAS, the VOCS delivers holistic -based services to the community through their Child Care Payment Programs
which help families work and go to school; Early Head Start Partnership with, the CA Department of Education; Child Care Food
Program; California Child Care Initiative; Finger -printing, and LiveScan services. Also offered are Parent Caf6, Dad's Life, inside
Out Dads, and Community Resource Nights in Chico, Oroville, and Gridley, Behavioral Health Services, Parent Voices— a parent -
led advocacy group, Foster Parent Bridge Program, and a wide variety of training. VOCS has certified trainers for Preventative
Health and Safety Practices, Trauma -informed Care, and is the Northern Regional hub for Parent Caf6,
NOW, THEREFORE, BE IT RESOLVED the Butte County Board of Supervisors hereby recognizes the impact that
organizations such as the Valley Oak Chilldren's, Services provides, and urge all lawmakers, educators and parents to support
them in their continued purpose to strengthen families. Children are our most valuable resource, which means that decisions,
budgets, and policies should always put the well-being of our children first.
BE IT FURTHER RESOLVED the Butte County Board of Supervisors encourages community leaders to assist children and
their families in finding and accessing the resources, to develop a comprehensive response to access to childcare, and to engage
in discussions with community members to promote awareness of the Valley Oak Children's Services.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 24' day of March, 2020, by the following vote:
AYES: Supervisors Connelly, Lucero, Ritter, Teeter, and Chair Lambert
