Board Members,
Weather conditions are holding, so PG&E is still working on its plans for power outages beginning at midnight.Tuesday,
though not all customers will be turned off at the same time. If power is shut off, PG&E hopes to have an "all clear" by
noon on Thursday, and then inspections, repairs, and ultimately re-energization will take place. As of the 5:30 update,
the customer count estimate in Butte County is approximately 30,000, with 1,960 Medical Baseline,though that number
is subject to change.
A key piece of information shared this evening is that, in addition to the planned outages, PG&E anticipates there will be
non-planned power outages with this wind event as PG&E anticipates damage to PG&E infrastructure outside of the
planned outage areas. It may cause confusion, as customers who did not receive notification may still find they are out
of power.
PG&E's Customer Resource Centers, for those impacted by outages, will be set up at Bird Street School in Oroville and
14144 Lakeridge Circle in Magalia.

Departments are making plans with their staff according to direction from HR. As of nowChico sites should not be
impacted and some buildings on County Campus will remain with power, as long as there are no non-planned outages,
I've asked Department Heads to be as flexible as they can by allowing staff to work from home or alternate sites, if
appropriate.
We have activated a Level 1 EOC and are participating in calls with PG&E three times per day. We will not be physically
in the EOC, unless we have an event within the PSPS such as a fire, or if the wind event leads to massive outages beyond
the planned ones (like we saw in the 2008 Wind Event). As our EOC is listed as one of the outage addresses, we woLild
relocate to the HR Training Room for an EOC if the power is out.
Our next call is at 7:30 tomorrow morning, If there is any new information, I will share it with you.
It's going to be an interesting week, so please be patient with staff. Some may not be able to work,while others may be
working without all of the resources they typically would have in the office.

PG&E and the National Weather Service are predicting a wind event(very similar to October 2017 winds in Napa County
and our 2008 Wind Storm) beginning at 4 AM on Wednesday, 10/9/19, and continuing through mid-afternoon on
Thursday. Humidity is forecasted to be in the single digits. They are referring to the weather pattern as a "strong Diablo
windevent." As of today, the weather forecast is indicating that 29 counties in PG&E's service territory will be
impacted, and Butte is one of them.
Given the scope of the potential event, which could impact 600,000+customers, PG&E estimates it could be five (5) days
until all customers are restored. This means that there is the potential that the last customer is not restored until
Monday or Tuesday of next week. The current estimate for impacted customers in Butte County is 32,000, with 2,000 of
them Medical Baseline customers. This estimate is only based on the distribution lines PG&E anticipates de-energizing.

PG&E has indicated that it may require de-energization of major transmission lines, too, which could mean larger
impacts than we have seen previously seen. I hope to have better information by this evening and will share it as soon
as we have it.
Please be prepared to implement your Department's Continuity of Operations plan, if we have widespread power
outages. If transmission lines are shut down, County Campus will likely be impacted. Please keep in mind that if the
event is widespread, it will have an additional impact on our employees, as schools and daycares may be closed. I have
attached HR's memo from June 2019 regarding staffing and building closures during a PSPS event to this e-mail. If you
have any questions, please contact HR or your liaison in my office.
Our EOC is activated at Level 1, which means we will have a virtual EOC, but prepare the EOC to open; we will monitor
the event; and we will stand up the [DC, if needed. We have calls with PG&E each day at 7:30, 12:30, and 5:30, and will
provide updated information as it is released.
Please ask your employees to charge their electronics (phones, laptops, etc.)tonight and tomorrow and make sure their
gas tanks are full,just in case. Provide your employees direction on what to do Wednesday, if your facilities are without
power.
