The California Air Resources Board (GARB) is pleased to announce a competitive
grant solicitation for an administrator to implement the Hybrid and Zero-Emission
Truck and Bus Voucher Incentive Project (HVIP) for Fiscal Year (FY) 2019-
20. This solicitation includes an option for new Grant Agreements for fiscal years
FY 2020-21 and FY 2021-22, if additional funds become available, It is expected
that between $132 million and $152 million will be allocated to HVIP for FY 2019-
20. The final funding amount is pending Board approval on October 24, 2019.
HVIP is intended to encourage and accelerate the deployment of zero-emission
and other clean heavy-duty vehicle technology in California. HVIP provides
vouchers for California purchasers and lessees for eligible vehicles on a first come,
first-served basis. In addition, HVIP provides increased incentives for fleets
purchasing zero-emission vehicles located in disadvantaged communities with a
goal of at least GO percent of HVIP funding supporting vehicles domiciled in
disadvantaged communities,
This solicitation is open to local air districts, other California-based public entities,
or California-based non-profit organizations with California heavy-duty vehicle,
vehicle incentive project, and/or air quality expertise.
Applications submitted in person or via a delivery service provider (United States
Postal Service, United Parcel Service, FedEx, etc.) must be delivered to GARB no
later than 5:00 p.1 . (PDT), Mo say, Nove ber 18, 2019.

ackground
For FY 2019-20, the Legislature appropriated $182 million from the Greenhouse
Gas Reduction Fund for clean trucks, buses, and off-road freight equipment
including HVIP and advanced technology freight demonstration and pilot
commercial deployment projects. The Board will determine how to split the S182
million between HVIP and demonstration and pilot projects on October 24, 2019.
This solicitation is issued under the Assembly Bill 118 Air Quality Improvement
Program (AQIP) and Low Carbon Transportation investments, with all project funds
coming from the Cap-and-Trade auction proceeds deposited into the Greenhouse
Gas Reduction Fund (GGRF).
HVIP is part of the Low Carbon Transportation Investments as part of the California
Climate investments, a statewide program that puts billions of Cap-and-Trade
dollars to work reducing greenhouse gas emissions, strengthening the economy,
and improving public health and the environment, particularly in disadvantaged

communities. At least 35 percent of these investments are located within, and
benefit residents of, disadvantaged communities, low-income communities, and
low-income households -Icross California,
