Washington, DC 20426 Re: Bucks Creek Hydroelectric Project, FERC No. 619 FERC Boundary Amendment Dear Secretary Bose: The purpose of this letter is to seek Federal Energy Regulatory Commission's (FERC) approval for a boundary amendment to incorporate three locations into the Pacific Gas and Electric Company's (PG&E) Bucks Creek Hydroelectric Project, FERC Project No. 619. To enhance PG&E's ability to conduct essential maintenance on its facilities within the Project Area, PG&E proposes to incorporate three areas into the current FERC boundary: 1) Bucks Penstock Road Laydown Area is located outside the Project boundary on U.S Department of Agriculture — Forest Service (Forest Service) property and has been previously used as a staging area. 2) Lower Bucks Dam Lay Down Area is located outside the Project boundary on Forest Service property immediately below Lower Bucks Dam. 3) Haskins Valley Laydown Area is located outside the Project boundary on PG&E owned land and has been previously used as a staging area. Please consider this PG&E's request for a proposed Project Boundary amendment to include the 3 areas noted above. PG&E is not seeking approval for this minor construction project, only the project boundary amendment. The boundary amendment would result in adding 29.5 acres to the project, of which, 3.1 acres is Forest Service land. Agency Consultation PG&E approached the Forest Service in March 2019 about staging areas needed to support upcoming maintenance and construction projects. The Forest Service requested PG&E pursue a boundary amendment instead of a special use permit. PG&E consulted 20191029-5167 FERC PDF (Unofficial) 10/29/2019 4 :21:53 PM Ms. Kimberly D. PG&E received Forest Service concurrence on the boundary amendment on September 25, 2019; see consultation documentation attached (Enclosure 1). The adjustment to the boundary would add federal land(National Forest System [NFS] lands administered by the Plumas National Forest) to the Project boundary, and is proposed in two locations. The first location is along the edge of the Bucks Penstock Road (National Forest System Road 24N34), located in T24N,R7E, Section 31. This adjustment would add 1.95 acres to the Project. This adjustment would allow for construction of a long term staging area for equipment and materials. The second location is downstream of the Lower Bucks Dam in 24N, R7E, Section 29. This adjustment would add 1.15 acres to the Project. This increased acreage will be used for equipment access and staging during future construction and maintenance activities associated with the dam. PG&E has conducted due diligence environmental reviews and does not expect the proposed activity to result in significant impacts to sensitive resources in the area. Biological and cultural resource assessment summaries and proposed avoidance and minimization measures were provided to the Forest Service on April 17th and 23'd, 2019. The Forest Service review of this proposal found no impacts to rare plants, invasive species, threatened or endangered wildlife species, or hydrologic resources, as no ground disturbing activities are proposed. In addition, the Plumas National Forest concurs with a finding of"No Effect"under Section 106 of the National Historic Preservation Act for the proposed Bucks Lake Project FERC Boundary Adjustment. 122 Caring for the Land and Serving People on Recycled Paper i0 20191029-5167 FERC PDF (Unofficial) 10/29/2019 4 :21 :53 PM Based on reviews by Forest Service resource specialists, 1 concur with PG&E's request to adjust the current boundary of FERC Project No. 619, and add a total of 3.1 acres of federal (NFS) lands. The adjusted boundary includes the locations of proposed staging areas necessary for upcoming and ongoing darn and infrastructure maintenance projects. Existing, and any new, Forest Service Conditions, under the FERC license for this Project, shall be applied on the NFS lands added to the Project boundary. This letter of concurrence addresses the boundary adjustment only. Construction work on the staging area and darn repairs will he addressed under a separate review. The Forest Service appreciates PG&E's efforts to submit adequate maps and information for this Project.
