OFHOUSING AND COMMUNITY DEVELOPMENT UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM
WHEREAS, The California Department of Housing and Community Development (the "Department") is
authorized to allocate HOME Investment Partnerships Program: ("HOME") funds made available from the U.S.
Department of Housing and Urban Development ("HUD"). HOME funds are to be used for the purposes set forth |mTitle
|U of the Cranston-Gomzai|az National Affordable Housing Act of 1990L in federal implementing regulations set forth in
Title 24 of the Code of Federal Regulations, part 82, and in Title 25 of the California Code of Regulations commencing
with section Q2O8;and
WHEREAS, On June 5, 2018 the Department issued a Notice ufFunding Availability announcing the availability
of funds under the HOME program (the "NOFA"); and
WHEREAS, OnJuly 24 2018, the Butte County Board of Supervisors adopted Resolution 18-101, authorizing the
sub�mmhza| of an application to the California State Department of Housing and Community Development for funding
under the HOME Investment Partnerships Program; and a,uthorized, the execution of standard agreement, any
amendments thereto, and of any related documents necessary to participate in the HOME Investment Partnerships
Program; and
WHEREAS, In response to the ]ume 2018 HOME NDFA, the County of Butte a subdivision of the State of
California (the "Applicant"), applied to the Department for HOME funds; and
WHEREAS, On February 12, 2019, the Applicant was awarded $500,000 in HOME funds for the purpose of
providing assistance to eligible households for housing rehabilitation; and
WHEREAS, on May 11, 2020 the Department issued a memorandum announcing the opportunity to add Tenant -
Based Rental Assistance (°TBRA") as an optional, additional activity to 2816 and 2018 HOME program activities
contracts and
WHEREAS, in order to allow for the additional, optional use of the awarded HOME funds for TBRA, the Applicant
is required to adopt a resolution authorizing the addition of the TBRA activity; and
NOW, THEREFORE, BEU[RESOLVED THAT:
1. This resolution hereby rescinds and replaces Resolution 18-101,
NOW, THEREFORE, QE[TFURTHER RESOLVED THAT:
1. In response to the memorandum, the Applicant shall submit the required documentation to the
Department to add the option to utilize the awarded funds, motto exceed five hundred thousand
dollars ($5O8,O08)for the following activities and/or programs:
a. Owner -Occupied Housing Rehabilitation in the unincorporated area of the County and TBRA
to support residents and households affected by the C0V|D`19 pandemic, in the amount of
$487,500; and
L General Administration in the amount of $12,500.
2. The Applicant hereby agrees to use the HOME funds for eligible activities in the manner presented
in its application as approved by the Department in accordance with the statutes and regulations
cited above. The Applicant may also execute a standard agreement, any amendments thereto, and
any and aU| other documents or instruments necessary or required by the Department or HUD for
participation in the HOME program (collectively, the required documents).
3. The Applicant authorizes the Chief Administrative Officer or his/her designee(s) to execute in the
name ofthe applicant, the required documents.
