RESOLUTION OF THE COUNTY OF BUTTE AUTHORIZING THE CLOSURE OF HUMBOLDT ROAD TO VEHICULAR TRAFFIC
BETWEEN CHICO CITY LIMITS AND HIGHWAY 32, SUBJECT TO FURTHER REVIEW AND ACTION
WHEREAS, the County of Butte desires to improve health and safety issues on Humboldt Road between Stilson
Canyon Road and State Highway 32 due to serious and continual criminal activity along with illegal dumping along said
portion of road; and
WHEREAS, California Vehicle Code section 21101.4.(a) allows the temporary closure of a road by resolution of the
Board of Supervisors where the road is not needed for vehicular traffic; and
WHEREAS, the City of Chico has requested that the County close Humboldt Road within the County's jurisdiction;
and
WHEREAS, the County of Butte has determined that the property owners and utility providers served by Humboldt
Road will have access through locked gates to use Humboldt Road; and
WHEREAS, the, temporary closure of Humboldt Road will not substantially affect traffic flow, safety on the
adjacent streets or in the surrounding neighborhoods, the operations of emergency vehicles and performance of
municipal and public utility services, and the delivery of freight by commercial vehicles in the area proposed to be
temporarily closed; and
WHEREAS, the road closure is exempt from CEQA Pursuant to CEQA Guidelines section 15301(c); and
WHEREAS, notice of the proposed temporary road closure and of the time and place of the hearing on the
proposed closure has been given in the manner and at the time required by Vehicle Code 211011.4(c) and, as been served
by mail on the owner of each property adjoining the street proposed, for temporary closure,.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby authorizes a,nd directs the closure of
Humboldt Road to vehicular traffic from the Chico City Limit to State Highway 32, subject to further direction and action
by the Board of Supervisors.
