Good afternoon,
I wanted to give the Board just a brief update on the projects that are currently underway at the Neal Road Recycling
and Waste Facility. Below is an update Eric Miller provided to our regulators including the Regional Water Quality
Control Board, Environmental health, and Butte County Air Quality Management District.
As always, please let me know if you have any questions about any of the projects currently moving forward.

Hello NRRWF Regulators,
We have many projects in motion at NRRWF that cross over into multiple regulatory jurisdictions (i.e. Regional Board,
CalRecycle,AQMD). Here's a quick synopsis of concurrent projects:
1. Leachate Pond Dewatering
• Off-hauling of leachate continues, exported leachate being taken to facilities in Chico and Oroville.
• Back-up facilities in Lincoln and Yolo County are also available
• The usage of leachate pond evaporators will phase out for the season when rain returns.
2. Camp Fire Debris—Module 4
• Fire debris receipt has reduced, Cal OES(Government Program) is focusing to clean-up abatement properties
• Fire debris now coming in between 07:30 and 17:00, Monday thru Friday
• We anticipate straggler loads from Opt-out (Alternative program) property clean-ups to linger
3. Public Disposal—Module 5A
• Continued disposal in Module 5A
• Goal, per Regional Board's approval, is to bury waste in Module 5A"patch" by next week if not sooner
4. Excavation—Module SC(former septage pond area)
• Clean-closure report submitted to Regional Board
• Current work phase to continue into early December 2019

• Next excavation phase to go out to bid with new contract in place by Feb 2020
5. Future Disposal—Modules 56 and 5C
• Module 5B—cannot get into that cell until ingress/egress related to Module 5C excavation is complete
o We're watching weather and developed a wet weather pad on Module 4 in the meanwhile
o May need to wait until March/April 2020 to open Module 5B
• Module 5C
o As noted in#4 above,to resume next phase of excavation by Feb 2020
o Liner design work to begin by Dec 2019
6. Erosion Control—Module 4
• NRRWF has installed overside drain on SW area of Module 4
• NRRWF has installed diversion ditches above leachate pond, around soil stockpile, and above Module 5B
• Contractor has begun preliminary work re: installation of rainfly and posi-shell.
• Official project start date: 11/6/19
o Rainfly work on NW side of Module 4 to begin 11/6/19
o Additional rainfly is ordered, posi-shell contractor getting scheduled
o Deliveries of materials and/or posi-shell contactor to be on-site by week of 11/18/19 hopefully
• Duration of work: 30 working days
7. Landfill Gas Extraction Well Tie-Ins—Module 4
• NRRWF crews laying out new GCCS header on top of Module 4
• NRRWF crews laying out GCCS laterals on south side of Module 4 to tie in up to 6 extraction wells
o NRRWF could not tie-in these wells while fire debris was arriving
o Laterals to be "perched" above ground with t-posts to allow for the application of posi-shell
beneath the lines
o Goal:to have Module 4 wells on line by Fri 11/15/19 or sooner
8. Miscellaneous
• Storm water basin#4 (below Module 4)
o Minor work remains to better protect storm water inlets
o Storm water(fresh water)to be transferred to primary sedimentation basin
o IF a leachate seep occurs, NRRWF will try to redirect seeps into the waste cell. If a seep flows into Basin
#4 contaminated storm water will be transferred to leachate pond
• Module 4 (seep) interceptor trench
o Completed, BUT we've recently observed venting of landfill gas from the drain intakes
o Drain intakes temporarily covered with plastic covers to direct LFG into the cell in the meanwhile
o Per#7 above we need to tie-in additional LFG extraction wells to address methane venting
o Goal: complete#7 asap so we can complete#6
• Camp Fire Damage
o We are re-assessing potential liner damage to a small area located on Module 4F, near a grassy area
burnt by Camp Fire and above waste placement, where grass burned near an upper portion of liner near
the anchor trench
o This area was recently discovered as NRRWF removed damaged rainfly and repaired underlying rills (i.e.
covered with dirt and track walked)
o NRRWF Engineer to revisit the site asap and assess condition
We just wanted to provide a brief overview of concurrent projects. NRRWF has other pending reports and deliverables
due to the Regional Board. If you have questions or if we've missed anything permit-wise please let me know. We'd be
