Outstanding Part 12 Recommendations regarding PMFs Part 12D Recommendation
Recommendation 10: PG&E updated the PMF flood routing for Belden Forebay Dam using HRM 58/59 in 2010. The flood routing should be reviewed to verify the results of the analysis and
that the assumptions made in the analysis are consistent with current conditions. If necessary, the PMF should be rerouted assuming the actual crest camber. Update of Section 6 of the
STID for the HMR 58/59 study should be deferred until the review is completed and the report is accepted by FERC.Recommendation 1: An addendum to the PFMA report should be prepared
after the results of the updated HMR 58/59 PMF study are available to reclassify PFM 2 as appropriate. The addendum should be submitted to FERC and be included in the STID.Recommendation
3: PG&E is currently in the process of updating the PMF flood routing for Belden Forebay Dam using HMR 58/59. The study is expected to be finalized and submitted to FERC and the Independent
Consultants for review early next year. The report should be reviewed by the Independent Consultants and the results incorporated into Section 6 of the STID after the report has been
accepted by FERC.Recommendation 7: PG&E updated the PMF flood routing for Butt Valley Dam using HMF 58/59 in 2010. PG&E should review and verify the assumptions and results of the 2010
HMR 58/59 study, including verifying that the appropriate most current spillwy rating cureve was used in the analysis. Also, the PMF should be routed through the spillway to verify
the channel capacity and its adequacy to pass the flood. Update of Section 6 of the STID to include the HMR 58/59 study should be deferred until the review is completed and the report
is accepted by FERC.

noted in Section 5.3 of the 2013 Part12D inspection safety report for Drum Afterbay, R-4 is partially addressed. PG&E retained a consultant to perform a flood routing of the 100 year
storm which was submitted to your office on Feb. 22, 2017. Upon FERC acceptance of the flood routing study for the 100-year storm (filed 2/22/17), PG&E will file a plan and schedule

Recommendation 7: Update the STID when the FERC accepts the 2017 PMF studies.Recommendation 4: We recommend that PG&E review and possibly revise the standard flood operational procedures
by December 31, 2008, to ensure that they are clear and can be implemented to prevent overtopping of the dam during the thunderstorm PMF. The procedure should identify when an operator
is stationed near the dam.Recommendation 7. The three remaining credible PFMs all relate to PMF flood loading and potential for overtopping of the dam. We concur with the previous P12D
Independent Consultants that updated PMF studies need to be completed to determine the risks of potential dam overtopping. Recommendation 4: The STID should be updated to include a
spillway rating curve which includes the 6-inch curb on the crest. Inflow/outflow hydrographs and a tailwater rating curve should be developed and documented. Finally, the IDF for this
low hazard potential dam should be the 100-year flood. This should be completed by December 31, 2010.
