Blackett, P.E., Regional Engineer San Francisco Regional Office Federal Energy Regulatory Commission 100 First Street, Suite 2300 San Francisco, CA 94105-3084 RE: Request for Extension for Annual Emergency Action Plan (EAP) Update Distribution Dear Frank Blackett: The Pacific Gas and Electric Company (PG&E) is in the process of preparing its Annual EAP Updates and is requesting an extension to March 31, 2020 for the delivery of these revisions for its 20 FERC-regulated projects: Mokelumne River Project (FERC Project No. 137) Narrows Project (FERC Project No. 1403) Chili Bar Project (FERC Project No. 2155) Drum-Spaulding, Drum Jurisdiction (FERC Project No. 2310D) Drum-Spaulding, Wise Jurisdiction (FERC Project No. 2310W) Crane Valley Project (FERC Project No. 1354) Bucks Creek Project (FERC Project No. 619) DeSabla-Centerville Project (FERC Project No. 803) Rock Creek-Cresta Project (FERC Project No. 1962) Upper North Fork Feather River/UNFFR Project (FERC Project No. 2105) Haas Kings Project (FERC Project No. 1988) Balch Project (FERC Project No. 175) Potter Valley Project (FERC Project No. 77) Pit 3, 4, 5: Pit 3 Jurisdiction (FERC Project No. 233-3) Pit 3, 4, 5: Pit 5 Jurisdiction (FERC Project No. 233-5) Battle Creek Project (FERC Project No. 1121) McCloud-Pit Project (FERC Project No. 2106) Pit 1 Project (FERC Project No. 2687) Phoenix Project (FERC Project No. 1061) Spring Gap Project (FERC Project No. 2130) Throughout 2019, PG&E has been working diligently to improve its already robust EAP program. As a result of these improvements along with the EAP and inundation mapping Page 1 of 2 Mr. Frank Blackett December 11, 2019 Page 2 regulation changes brought about by California Senate Bill 92, the significance and number of EAP revisions and additions PG&E plans to include in its 2019 Annual EAP Update are greater than previous years. For example, inundation map sets for nearly 30 FERC-regulated dams have been updated and 7 new sets of inundation maps have been generated for Critical Appurtenant Structures (CASs) by PG&E for inclusion in EAPs in 2019. The Notification Flowcharts included in each EAP are also being revised in an attempt to improve and expedite the emergency notification process. PG&E is requesting this extension in order to ensure ample time for preparation, printing, assembly, and distribution of these updates to all bookholders. In addition, PG&E is requesting that it be permitted to assume this cycle for distributing annual updates (bookholder receipt NLT March 31 each year) moving forward. We have discovered that the volume of packing and shipping supplies required in order to distribute approximately 700 sets of updates is difficult to acquire at end of each calendar year due to the holidays.
