ORDER GRANTING EXTENSION OF TIME TO FILE ROAD
MANAGEMENT PLAN PURSUANT TO ARTICLE 401
(Issued January 8, 2020)
1. On December 13, 2019, Pacific Gas and Electric Company, licensee for the Poe
Hydroelectric Project No. 2107, filed a request for an extension of time to file a Road

Management Plan pursuant to Article 401 of the project license. The project is located
on the North Fork Feather River in Butte County, California. The project occupies, in
part, federal lands administered by the U. S. Forest Service (Forest Service).
2. On December 17, 2018, the Commission issued a new license for the project.
Article 401 requires the licensee to file for Commission approval various plans that are
section 401 water quality certificate (WQC) and Forest Service section 4(e) conditions.
WQC condition 12 and 4(e) condition 37 require the licensee to file a Road Management
Plan within one year of license issuance.
3. The plan was to be filed within the Commission on or before December 17, 2019.
The licensee states that it is currently consulting with the California SWRCB, Forest
Service, and Butte County and additional time is required to complete the consultation
and obtain approval of the plan from the agencies. The licensee therefore requests an
extension until June 30, 2020 to file the plan with the Commission for approval. The

4. Road Management Plan

plan with the Commission for approval by June 30,
reasonable and the due date to file the plan should be extended to June 30, 2020.
The Director orders:
(A) , filed on December 13, 2019,
to extend the due date to file a Road Management Plan, for the Poe Hydroelectric Project
No. 2107, is approved. The due date to file the plan is extended to June 30, 2020.
(B) This order constitutes final agency action. Any party may file a request for
rehearing of this order within 30 days from the date of its issuance, as provided in section
313(a) of the Federal Power Act, 16 U.S.C. § 825l (2018
regulations at 18 C.F.R. § 385.713 (2019). The filing of a request for rehearing does not
operate as a stay of the effective date of this order, or of any other date specified in this
this order.
