As of today they have completed Phase I cleanup for 72% of affected properties and anticipate Phase I being complete by the end of February. Phase II Debris Removal applies to property owners who have fire debris from burned structures 120 square feet or larger on their property. Property owners must choose the Government Program or the Alternative Program to remove fire debris and remaining hazardous material from structures burned by the Camp Fire. 2 Property owners can sign up for the Government Program by submitting a Right-of-Entry form by January 31, 2019. Property owners who choose to hire a private contractor and consultants(s) must sign up for the Alternative Fire Debris Removal Program by completing an application and submitting a Work Plan to Butte County Environmental Health. FREQUENTLY ASKED QUESTIONS Question: If my house was NOT destroyed by the fire, do I need to have my septic system inspected prior to moving back into my home? Answer: Not for a standard gravity system, but you should be mindful of any slow draining plumbing fixtures or wet spots in the yard above the absorption field and contact a licensed septic evaluator if you encounter any of these situations. However, if your septic system has 5 an effluent pump or is an engineered septic system an evaluation by a licensed septic evaluator is recommended prior to occupancy. Otherwise, you'll just be notified in the future when your regularly scheduled evaluation is due and have it inspected at that time. Answer: Burned trees and vegetation can be removed from properties that do not contain debris from burned structures. Removing trees from properties with debris from burned structures may disqualify property owners from participating in the Government Debris Removal Program and risks disturbing and moving the hazardous materials contained in your ash footprint. In this situation, waiting until the debris removal is complete, and your property is certified clean, may be your safest course of action. In the Town of Paradise, if the tree is dead, deceased or dying a permit is not required to remove the tree. The Town of Paradise is not issuing tree permits for living trees at this time. In unincorporated Butte County, if the tree is dead, deceased or dying a permit is not required to remove the tree.
