Box 770000 San Francisco, CA 94177-0001 Re: Tenth or Grizzly Forebay Dam Dear Ms. Powell: We have reviewed the Tenth Independent (Part 12D Report) for Grizzly Forebay Dam, which is part of the Bucks Creek Project, FERC Project No. 619. The report and STID updates were submitted with a cover letter dated October 29, 2015. The report format conforms to the requirements of Chapter 14 of the . We agree with the conclusions made by the independent consultant in Section 1.2 and with the recommendations listed in Section 1.3 of the report. We have reviewed your plan and schedule dated December 28, 2015 to address the We acknowledge your December 18, 2015 letter requesting to submit both plan and schedules simultaneously. We have the following comment on the report: We do not concur with the classification of PFM No. 1 as Category IV. Although the analyses of both the left and right abutment blocks show adequate stability under normal, unusual, and extreme loadings, PG&E should still monitor for this PFM by inspecting the toe and abutments of the dam following significant spill events. PFM No. 1 should be reclassified from Category IV to Category II Potential Failure mode. Please revise the Supporting Technical Information Document (STID) to reflect this change. 2 program.
