COVID-19 Update – From the CAO
3.20.2020
The general direction we are hearing from the State is that the State is not following the
Standard Emergency Management System (SEMS) and that unlike other emergencies where
locals determine what is needed, the State will tell us what we should be doing. It explains why
this has been such a difficult event to get our arms around and manage, because we were
operating under SEMS and the State wasn’t. The Governor’s Office is keeping things very close
to the vest, so CSAC and State agencies get very little notice before things change, and we get
even less, if any, notice. CSAC is trying to improve the communication between the Governor’s
Office, CSAC, and counties, but it won’t happen quickly.Under this structure, local jurisdictions
will continue to be in reactive mode as the State sends more directives our way. I imagine it is
very frustrating for you as elected officials, and know that is frustrating for the public, our
partners, and our staff. We will continue the best we can do under the unique and challenging
circumstances.
I hope to provide you this type of update in the future. This level of detail will come with each
planning period. Today we started another operational period, which will run through next
Wednesday. If key things arise on any given day, I will let you know. For now, you will get this
level of detail at least once a week and it will coincide with our planning period
Emergency Operations Center
Public Information
Working on external messaging on Governor’s Order –has taken some time as the
Governor’s Office had to provide clarification on some items. Still more questions than
answers, but did get the list of essential services and workers this afternoon.
Requesting that people do not call Public Health to report businesses in violation of the
Governor’s Order. No clear guidance from State to enforce.
Will put a link to Dr. Miller’s daily videos on the County’s home page.
Call center will open on Monday.
Business/Employee Support
Working with cities, businesses, and business/workforce development partners to stand
up a resource for businesses. May be a virtual Business Resource Center –still
determining who wants to participate and best way to provide information without too
much in-person contact. This would be the central source of information for our
businesses. There are resources available, primarily from the State, but we see the need

to provide “air traffic controller” services to our businesses as they work through the
bureaucracy.
Working with the EDD to obtain layoff and business closure data for Butte County, as
EDD collects the data.
Working with DESS to put packets together for employees who are laid off, in case they
are eligible for any social services.
Looking into the mortgage/rent relief included in State or federal legislation or orders.
Safety
Working on a procedure for departments to screen employees before they come in the
office, per standard protocol (questions and take temperature).
Continuity of Operations
No change – information on County offices and services on County website and sent out
in a press release. We will adjust our operations if guidance changes, but Order does
not impact how we are operating now.
Details by department are on the County’s home page and departmental web pages.
Care and Shelter
Establishing a hot line/call center for individuals who have no other support system to
call for assistance if they are quarantined or in isolation, whether ordered or self-
imposed due to age or chronic health condition. The County will then provide support
as needed, either directly, or through partners if it becomes more than we can handle.
We will let the Board know when it is ready and what the number(s) is(are).
County’s allocation from State to help address a portion of the homeless population
(specific categories, not all) is a bit over $440K (that is split between CoC and County).
Shelby will provide more details once we receive the contracts from the State next
week. We will be in discussions with the CoC on the plan for the funds. More to come.
We have been notified that the State is sending resources for the homeless
shelters/providers throughout the State. Butte County will receive resources and will
disseminate to the appropriate providers. At this point we have no details on what is
being sent or when it will get here. We are arranging for a location for when it does
arrive.

There is a call tonight or this weekend with CSAC and the Governor’s Office regarding
the support for a portion of the homeless population. It sounds like the State is
changing direction and may be providing all of the resources (housing, wrap around
services, transportation, etc.) instead of locals, but we won’t know until the call, which
still hasn’t been scheduled. I will provide information once we have it.
Public Health
Current known lab tests are as follows: 69 tests, 30 negative, 39 pending. Public Health
is following-up with outside labs to see why we have so many tests that have been
pending for some time.
Casey will be sending PH’s daily updates to you in the future. I will send you Thursday’s
and there was not one today due to lack of time.
The County should have expanded testing capabilities in about a month, as NVCF is
donating $250,000 of testing equipment to the County. It’s just a matter of getting the
equipment, which is in high demand, and getting it set up and tested.
At some point next week we will be setting up and testing isolation tents that PH has
had in storage for years, to see if they are still viable. Once they are tested, we will take
them down. There will be information sent out ahead of time so that people don’t
panic.
Planning/Intel
We are assigning staff to start gathering State, federal, and external data so that we
have it available, as there is no central source for data, as well as to track federal and
State legislation, rules, regulations, etc., as it is more than any of us can do given current
workloads and emergency response assignments.
Logistics
Assisting Care and Shelter with State resources that are being sent to us.
Putting cleaning contracts in place for County owned and leased facilities, with a plan
for them to start next week.
There are no additional cleaning supplies available through our vendors, but will
continue requesting – hoping the supply chain expands.
There are no additional automatic hand sanitizer dispensers for refills at this time, but
will continue requesting – hoping the supply chain expands.

Information Systems continues to expand options for working remotely, video
conferencing, and conference calls to meet the expanded demand, is assisting in
standing up call centers, and is working on bringing DocuSign onboard so that we can do
electronic signatures.
General Information
We are working with our federal representatives to add language to the third federal
stimulus bill that is being considered to provide local government with at least a portion
of reimbursement for the required 80 hours of sick leave we must provide, as well as
paid Family Medical Leave. Private businesses get some offset, but not government.
We will also be providing feedback from local businesses as to what they need to
survive the COVID-19 restrictions that keep them from opening. There appears to be a
robust financial support system for employees that are being laid off at this time.
CSAC and/or the State have requested or will request a number of waivers for both
federal and State requirements, including but not limited to:
o Meet and Confer.
o Wage and hour limitations for retired annuitants.
o Accounting restrictions on some subvented funding sources.
o Contracting requirements.
o Litigation-related timeframes
o Assessment Appeals timelines
o Public Records Act Request deadlines
o Permit streamlining timelines
o Form 700 filings
o Count Budget Act timelines
We have a conference call with City Managers next week to continue to educate them
on the Emergency Management System, how it works, and jurisdictional responsibilities.
We will provide that same information to each of you, in case you are getting questions
such as “why isn’t the County doing XX for our jurisdiction?”.
