Please see the attached email with notes from the OES Region III Coordination Call.
We have received many questions about what the schools are doing to facilitate distance learning
for kids living in rural areas where service is nonexistent or unreliable. We have connected BCOE
with OES to work through any potential channels for equipment or assistance. We have also
connected BCOE with AT&T. We understand AT&T does not have equipment to deploy to our area
for this disaster as it is all deployed supporting medical facilities, but they are working on other
solutions. The Department of Education is working on a partnership with Google Classroom for both
internet and Chromebooks, but they are T-mobile based, which does not really assist our area.
Internet access is a key concern and numerous agencies are working to identify solutions. Most
communities are experiencing an issue, which is making it difficult to get resources. I will let you
know when I have more information.

Hello - please disregard the first email. Corrected information!
Good afternoon Region III – thank you again for your time and participation on our call today.
**I heard today that Cal OES will resume the Monday - Wednesday - Friday OA Calls since the combined Region calls started this week are not meeting the needs of the OAs. However, the
calls may be scheduled at 1100
moving forward instead of 1400. If that is the case, I will survey your schedule via your superstar ESCs to find a new time to continue our weekly Region III calls. This also means that
CDPH will be tapped significantly more
with at least 8 OA calls a week, and possibly many others on the med/health coordination side - attending our call might not be possible.
Until that changes, our next call is 4/15 at 1100 - please let me know if you want specific information or topics discussed.
Below are the quick notes from today's call - please let me know if I made any errors or important omissions:
Fire
Working through PPE ordering confusion for local fire agencies
Fire may be able to get involved in solutions for EOC fatigue
Some fire preseason activities are starting, including engine inspections
Concerns regarding COVID-19 and fire operations including fire camps, sheltering, etc., are being looked at
Law
Mass fatality planning; surge planning ongoing, although most counties feel comfortable with handling expected surge (numbers are better than projected)
Donated refrigerated trailers went to some OAs in the state
Recommend recruiting additional personnel from within OA to provide just-in-time training in the EOC to help alleviate fatigue of primary staff
Med/Health
Many PPE orders are only able to be partially filled. It is recommended not to cancel direct orders with vendors with long delivery time estimates, as those orders may arrive faster
than requesting through the state
(which is also waiting for inventory to be delivered over the next several weeks).
Med/health is releasing an online ordering process, and will provide training to MHOACs
All medical resource requests should go through the MHOAC
MHOACs receive bed polling report every morning

Recovery
Procurement training - can it be recorded for jurisdictions who cannot attend the full two hour training currently being offered?

Emergency Management
CDSS - Project Roomkey weekly call occurs Tuesdays, from 1100-1200. Joseph Rudeen will send out call info approx. 1030 day of call.
Migrant worker transportation concerns discussed
EOC support role to Public Health DOC discussed
First 5 outreach to childcare facilities with guidance on requesting supplies
Facilities were directed to place requests to county EOC, if EOC cannot fill, a mission can be entered into CalEOC for state resourcing
Program came from Governor's Office
SOC Situation Report no longer includes positive case totals, instead includes a link to a website that requires users to manually add data on an excel spreadsheet
Trailer missions on hold pending policy development/approval
PPE partial fills will stay open; no need to submit new request for amount not filled
ACS setup is local responsibility, including wraparound services; state can support equipment (cots, blankets) and state facility access
Actions
Request that the procurement training be recorded and shared
First 5 supplies for childcare facilities - will supplies purchased by OA EOC be reimbursable?
Coronavirus pandemic eligible protective measures sheet - complete (emailed on 4/8/20 at 1541)

Ask SOC to return to former positive case reporting, or at least include the statewide total on situation report in addition to the web link
From 4/1 call:
Add Colusa County EOC/DOC activation status to the state report - completed
Confirm CalREDIE is statewide reporting program
Clarify what food box contents are to be expected when requested via mission task
Email from Joseph Rudeen (CDSS) on wraparound services available for homeless sheltering - completed
