Dear Mr. Nelson,
The State Historic Preservation Officer (SHPO) received your consultation letter
for the above-referenced undertaking. Pacific Gas and Electric Company
(PG&E), as delegated under 36 CFR Part 800.2(c)(4) by the Federal Energy
Regulatory Commission (FERC), is continuing consultation under Section 106 of
the National Historic Preservation Act in support of the Lower Bucks Lake Dam
Carpi-liner Project (Project).
The Bucks Creek Hydroelectric Project (FERC No. 619), located in the northern
Sierra Nevada in Plumas County, California includes two developments that
contain four dams, four reservoirs, two powerhouses, and associated facilities.
One of the four project dams, the Lower Bucks Dam is a 99-foot tall, 500-foot
long, concrete arch dam originally constructed in 1928. FERC requested that
PG&E make improvements to it in order to address severe spalling and surface
delamination of concrete that has occurred on the downstream face of the dam.
The project includes installation of a geomembrane liner on the upstream face of
the dam to eliminate seepage and protect it from further freeze-thaw damage.
To install the liner, PG&E proposes to drain Lower Bucks Reservoir, dredge
sediment from behind Lower Bucks Dam, and install it on the base and face of
the dam. At this time, PG&E requests comments on the draft of its document:
