Fiscal Impact: Personnel Impact: Action Requested: Administrative Office Review: Revised: 3.17 Building Plan Review Fee Waiver and Budget Adjustment for Honey Run Covered Bridge Association Development Services August 11, 2020 Paula Daneluk 530.552.3656 Honey Run Covered Bridge Association (HRCBA), a 501c-3 charitable organization, requests the Board of Supervisors waive County plan review fees associated with the building permit to reconstruct the historic Honey Run Covered Bridge that was destroyed by the Camp Fire. County Code, Section 1-18 allows the Board to waive fees under certain circumstances. As stated in the Code: “All or part of any fee specified in this article may be waived, refunded or transferred to a related application upon order of the Board of Supervisors, if the applicant is a public entity or non-profit charitable organization or if the Board finds that it is otherwise in the public interest to do so.” The HRCBA is fundraising since the Camp Fire for the costs to replace the bridge, which includes design and permitting requirements. Construction is scheduled for this building season. The Department of Development Services recommends the Board approve the fee waiver in the amount of $10,500, and approve a budget adjustment to transfer $5,000 from the Board's budget to partially offset the Department costs for processing the permit. The $5,000 in the Board budget is revenue from rent received from the Paradise Park and Recreation District that may be spent for specified purposes, which this meets. Please exercise judgment before opening attachments, clicking on links, or replying.. Curtis, This letter is a request to waive the fees for an independent plan review on the Honey Run Covered Bridge as part of the total cost of the necessary permits Butte County requires. The Honey Run Covered Bridge Association (HRCBA)is asking for this waiver because of several factors: 1) We have our necessary permits from all other agencies involved in this project and were not informed until last week the deposit for the cost of this third party plan check would be $10,000 and it would take several weeks to complete. Other than the Butte County permit, we are ready to begin; 2) We are on a time line to have construction begin between August 18-31, 2020 in order to complete the foundation within the environmental work window of October 15, as set forth by the US Army Corps of Engineers. If we do not make this date, we will have to wait until April 2021 to begin work which would cost us nearly $100,000 in additional permit fees, environmental monitoring and construction costs; and 3) We are required to have 95% of the cost of Phase 1 (foundation)on hand before the work begins or we will lose the $250,000 grant given to the HRCBA by the Butte Strong Fund. At this point, having to pay the extra cost of the third party plan review, combined with the cost of the permits will leave us below that 95% threshold as required by the fund. So, in essence, having these fees waived will save the HRCBA approximately $350,000 in lost revenues and allow us to begin construction so we finish the project by the end of Summer 2022 or early 2023. From the beginning of this project, we have worked hand in hand with Butte County Department of Public Works(DPW)to find a solution to rebuilding the Honey Run Covered Bridge and Park. In October 2019, the HRCBA signed off on a plan that would allow the DPW to say rebuilding the Bridge was not in the best interests of the County which would bring FEMA funds to the County for road construction equipment. That amount has been determined to be $3.8 million. We felt this was a win-win situation for both Butte County and the HRCBA and would signal a cooperation between a public and a private entity for rebuilding this Butte County icon. For over 50 years, the HRCBA and Butte County have collaborated to preserve and make and use of the Honey Run Covered Bridge for historical and recreational purposes. The conditions of that cooperation were forged on a handshake. Since the Camp Fire and the subsequent agreement to rebuild the Bridge, we have worked tirelessly and relentlessly to get all the necessary monies, permits, environmental agreements and engineering to make this project happen. We ask for you to waive the fees so we can move forward this year with the foundation construction before our environmental work window closes. We will have all the necessary plans and documents ready for you within the week to pass on to the third party plan reviewer and your office for permit approval.
