Right now, Waste Management is the only franchise holder that is bringing recyclables into Neal Road, so we are looking at a pretty minor impact to operations – they are adding less than 5% of our normal traffic. Waste Management Started bringing in recyclables this week (i.e. week of 4/6/20) for burial in NRRWF. Anticipated maximum of 180 tons per week. We typically receive anywhere from 4,200 to 7,000 tons per week of solid waste – so this amounts to around 2.5 to 4.2% of the total volume currently coming into the facility. Issues causing the recyclables to not be sorted and recycled: hand sorting challenges with COVID-19, problems in logistics chain (i.e. further sorting, baling, processing) in Sacramento and challenges getting products out of the ports Waste Management has limited storage capacity in Butte County Recology So far, MRF sorting lines are open, operating at reduced capacity, but some operations have been pared down Recology will store commodities on-site (i.e. whether in Butte Co. or elsewhere) until they run out of storage capacity If necessary, commodities may be buried in landfills. Not sure where. Could potentially be in Butte, Yuba, Solano, or?? Depends where storage issue is and where product it located within the logistics supply chain. NRWS Currently hauling recyclables to Napa County for further bailing, processing, and preparation for export Napa facility has some on-site storage Paradise facility has additional on-site storage If COVID issues prolong and NRWS runs out of storage capacity, then delivery to NRRWF may occur All franchise waste haulers note that export markets, and those performing intermediate steps wherever those processes occur, are getting jammed. The haulers are tracking disposal/recycling amounts per their franchise agreements. All are concerned about protecting their recycling and solid waste work forces. If industry workers gets sick, we will have challenges with all levels of the solid waste collection and processing systems. Dennis J.
