All –
Was thinking this might be something for Code Enforcement should it fall into the unincorporated
areas of the County. Not sure where these pictures are taken at.

Dear Butte County Board of Supervisors,
I am writing you as you our the representative for Chico, Butte County. We are facing some very real
challenges in Chico and I am requesting your support and funding
As you are aware, the NVHRC has set up a needle distribution in Chico, be clear not an exchange. Since
this has been operating the needle litter in our area has risen dramatically. It is no longer safe for children
to play in parks or creeks for fear of stepping on a needle. I have attached a picture taken along the
creek in Chico this last weekend and you will see my point. It is only a matter of time before this is into
our ecosystems and also affects habitats. Other cities surrounding Chico have taken the steps to ban
needle distributions after seeing the destruction Chico is experiencing. This program must be stopped
immediately before someone contracts disease or infection from improperly disposed needles. The risk
of that happening is much higher than the risk of an addict contracting HIV or HepC. Look at your own
data from Butte County Health to see how low the actual number of cases of HIV and HepC are in Butte
County, and specifically Chico.
What we should be focusing on is securing rehabilitation and mental health facilities. Rather than
encouraging folks to stay in addiction, how about we find ways to get them help instead. Right now these
individuals are terrorizing our communities, taking criminal actions to support their addictions. This is no
way for them to live, nor for the citizens of Chico to have to live with. The county and city should be
working together to create options for these facilities and perhaps a drug court to enforce that those who
need help get it. There are so many mentally ill transients roaming around Chico, too many years of drug
use and yet what are we doing, providing needles so we can further mental illness. This is not logical,
instead we should be focused on getting these individuals back on their feet and into being a functioning
member of society. It benefits both sides.
You as a County, should also be very concerned at what is happening in Chico with our parks, creeks
and waterways. Under the New Brown Deal, anyone is allowed to camp in the parks, along creeks and
waterways. The destruction that has already taken place to the environment is appalling. I have attached
pictures taken last weekend. It is hard to fathom how Chico council members passed this deal, but it is
clearly not in the best interest for our community nor our environment. I guarantee you that 99% of Chico
residents are in disagreement with this "New Brown Deal". I would ask that you as a county help to stop
the degradation of our beautiful Bidwell Park, our creeks and our waterways.
This is my plea for help. Our city is clearly not looking out for the residents in Chico, I am asking you as
County Supervisors to step in.
Thank you in advance,
Susan Smead
