Dear Ms. Claros:
The State Historic Preservation Officer (SHPO) received a request to provide comments on the
draft Historic Properties Treatment Plan for the Lower Bucks Lake Dam Carpi-Liner Project
Plumas County, California (Garcia and Associates, April 2020). The draft treatment plan will
be attached to the Programmatic Agreement between the Federal Energy Regulatory
Commission and the California State Historic Preservation Officer Regarding Installation of a
Carpi-Liner on the Lower Bucks Lake Dam, Bucks Creek Hydroelectric System (FERC NO.
619-167) Plumas County, California.
The Federal Energy Regulatory Commission (FERC) consults pursuant to Section 106 of the
National Historic Preservation Act of 1966 (54 U.S.C. § 300101), as amended, and its
implementing regulation found at 36 CFR § 800. Following review of the treatment plan I offer
the following comments:
Please clarify what is meant by recommendations at the "close of treatment" in Section 6.2.3.2;
Please clarify what circumstances would allow for formal evaluation of archaeological discoveries versus
treating them as eligible without formal evaluation;
I recommend increasing comment periods on proposed treatment of discoveries and other instances
requiring comment from 1-day to 2-days;
I recommend inserting "in consultation" to statement in Section 6.2.4.2 that states, "if a resource is
considered ineligible (in consultation) it will be given no further consideration under the PA"
I recommend adding sections to the Treatment Plan that discuss and outline procedures for both
archaeological and Native American Tribal monitoring during ground disturbing and/or other
construction activities that might warrant monitoring;

I recommend adding a section that discusses evaluating significance of discoveries under National
Register criteria A, B, and or C.
