Oroville Government Center, Butte County Phase 1 – Drainage Report for State Department of Water Resources Encroachment Permit INTRODUCTION The Oroville Government Center is located off State Highway 70 at the north edge of the City of Oroville, Butte County, California. The approximately 126 acre site is dominated by hilly terrain with significant views. Access to the Government Center is off Nelson Avenue on the south side and Table Mountain Road on the northeast side. County Center Drive runs generally north-south through the middle of the site. The campus currently contains many of the Butte County facilities and services including Criminal Justice facilities, Administration, Behavioral Health, Public Works, Development Services and others. A State Superior Court building (State owner property) occupies a large portion of the westerly site. PURPOSE OF DRAINAGE STUDY LPA, Inc., in coordination with Butte County Development Services, prepared a Master Plan for this campus in 2012. The result of that planning effort was a six phase approach to redevelopment of the entire campus. This report’s focus is on the Phase 1 Utility Offsite Drainage Infrastructure Improvements within the State lands adjacent to the Thermalito Power Canal, north of the County Project. This encroachment permit is proposing improvements to the existing drainage ditch: 1. A new storm drain connection from County property under the existing DWR maintenance road. Location B per the attached Drainage Watershed Map. 2. Installation of a larger culvert with a straighter alignment under the existing DWR maintenance road downstream. Location C per the attached Drainage Watershed Map. The proposed Phase 1 improvements have been designed to reduce the overall peak discharge to the Thermalito Power Canal to less than the existing peak discharge by use of detention ponds. The existing open channel swales on DWR property have capacity to drain this area, however, the existing culverts do not. The proposed project includes replacement of existing culverts with higher capacity and scour prevention measures. METHODOLOGY OF STUDY For drainage pipe sizing, peak flows were determined using WinTR-55 hydrology program as developed by the US Department of Agriculture assuming Soil Group D and storm data per NOAA Atlas 14, Volume 6 for the 24-hour storm. The 100-yr storm event was used for design. Two detention ponds, located upstream of the DWR ditch, have been designed and will be constructed by a separate project. These ponds have been designed to mitigate increased runoff due to development of the County Master Plan. Runoff from County property to the south, will not increase over existing conditions, however, the plan does change where the flow enter the existing DWR drainage ditch. EXISTING STORM DRAINAGE SYSTEMS Storm drainage systems within the campus are County maintained. There are three distinct watersheds: 1. Runoff from the north portion of the County site drains through a system of open channels, culverts, and pipes. Ultimately, runoff flows to an open channel which discharges to the Thermalito Power Canal north of the existing County Jail. This stormwater basin is identified on the Drainage Watershed Map included with this study and is the focus of this study. 2. Runoff from the east side of the County site generally sheet flows toward the intersection of Mono Avenue and Del Oro Avenue. A City of Oroville maintained drainage system collects runoff from this watershed area. This stormwater basin is not tributary to the Thermalito Power Canal and not a part of this study. 3. Runoff from the south and middle portions of the County site drain through a system of storm drain pipes and inlets. The northerly portion of this watershed drains to a 36-inch pipe crossing under State Route 70 and to a system running along the north side of Nelson Avenue crossing under State Route 70 in a 24- inch pipe. This stormwater basin is not tributary to the Thermalito Power Canal and not a part of this study. PROPOSED STORM DRAINAGE SYSTEMS RELATED TO THIS ENCROACHMENT PERMIT SUBMITTAL As describe previously, the north portions of the County property are tributary to the Thermalito Power Canal. There are two proposed, County maintained, detention basins which will mitigate increased runoff. The new East Detention Basin is proposed to outlet directly to the existing DWR Ditch. The new West Detention Basin is proposed to outlet more directly to the Thermalito Power Canal using existing drainage ditches on County and State land. The entire County north campus area, including additional State and City land currently outlet to this location (Location D per the attached Drainage Watershed Map). A total of approximately 77.5 acres. There will be no increase in Peak flow at this location. This DWR Encroachment Permit submittal will add a new storm drain pipe connection from the East Detention Basin (Location B) and make improvements to an existing 24- inch culvert located approximately 560 feet downstream (Location D). The culvert will be replaced with a new 42-inch pipe. PROPOSED DRAINAGE DISCHARGES AT KEY LOCATIONS Table 1, below, shows the increase in impervious area anticipated by the 2012 Master Plan growth and peak flows anticipate for the DWR drainage systems. (54.2%) 90 Mitigated by detention DRAINAGE CALCULATIONS See attached hydraulic calculations for the existing ditch capacity upstream and downstream of Location C. The existing ditches are generally straight and uniform with some areas of heavy vegetation. An n-value of 0.35 was used. Modeling was performed using Urban Drainage and Flood Control District (Denver) software. The existing ditch segment between Location B and C has a general trapezoidal shape with a narrow bottom width and varying side slopes. For analysis, we used a 1:1 side slopes to be conservative. The average slope was determined to be approximately 0.4% using available topographic survey information. Calculations show that the existing ditch has enough capacity for the 100-yr event with very little freeboard. Larger storm events may over-top the ditch. The 10-yr event can be accommodated with approximately 1 foot of freeboard. No improvements are proposed. Downstream of Location C, the channel is steeper (1.3% average) and has a wider bottom width (approximately 5.5 feet). Side slopes are flatter, approximately 1.5:1. The 100-yr event can be accommodated with more than 1 foot of freeboard. No improvements are proposed. The proposed culvert was sized using the Hydraflow Express Extension available with AutoCAD Civil 3D. A 42-inch culvert has been selected with Flared End Sections at the upstream and downstream ends. The culvert length was increased to provide a straighter alignment and cobbles have been added to the ditch on the upstream and downstream ends to help with sediment and erosion. COMMENT #1 Label the pre- and post-development flows through the two 48-inch Corrugated Metal Pipes into Thermalito Power Canal. LPA RESPONSE: The County project includes onsite detention to mitigate future increases in flow due to the ultimate buildout of the Oroville Government Center Master Plan (30 to 40 years). This Phase 1 project does not include new building work that would result in any change to the peak flow from the site. There will be no increase of peak flow to the outlet into Thermalito Power Canal. Pre and post development flows will be the same. A drainage study is being submitted with this response for further information. COMMENT #2 In order to avoid an overall increase in ditch maintenance, the County shall utilize existing drainage features to handle runoff instead of installing new ditches. Upsizing existing culverts and existing ditch, as necessary, to handle peak flow. LPA RESPONSE: Per the Drainage Study included with this resubmittal, we are proposing a new pipe connection to the existing ditch running along the south maintenance road. Drainage from the County lands will be re-routed to discharge at one location, the outlet from the East Detention Basin (Location B on the Drainage Shed Map). The existing ditch can accommodate the 100-yr flow. Downstream, at Location C, we are proposing construction of a larger culvert to address the 100-yr flow in the ditch. Reference sheets 17 and 18 of the construction drawings included with this resubmittal. COMMENT #3 County shall provide security measures as outlined as follows: LPA RESPONSE: Notes have been added to sheet 1 of the construction drawings included with this resubmittal. Sheet 3 shows the location of the required temporary gate. MS. Access roads within DWR's right of way used by the contractor for entering the work area must remain available for use by DWR at all times. LPA RESPONSE: Noted on Sheet 17 and 18. COMMENT #5 The site shall be returned to pre-construction conditions upon completion of the work. All waste material and debris shall be removed from DWR's property and costs associated with such work shall be the responsibility of the County. LPA RESPONSE: Noted on Sheet 17 and 18. COMMENT #6 DWR’s Oroville Field Division (OFD) requests seven day advance notification prior to any work. The phone number (530)534-2328 shall be used by the County to notify OFD. LPA RESPONSE: Noted on Sheet 1. COMMENT #7 Should the project plans be modified to include work on DWR’s property/easements not covered by the memo, additional studies will be needed. If any cultural resources are uncovered during project related activities, work in the near vicinity must temporarily cease until it can be addressed by a qualified archaeologist and an appropriate course of action can be determined. Should human remains be uncovered, all work must stop immediately and the County Coroner must be contacted pursuant to California Health Safety Code 7050.6(b). LPA RESPONSE: Noted on Sheet 17 and 18.
