HomeMy WebLinkAbout20-114WHEREAS, the Board of Supervisors of the County of Butte (Board of Supervisors) approved the concept of
creating and utilizing smaller portions of County of Butte (County) owned maa| property assets as collateral to provide
broader financing opportunities for funding specific capital improvement projects. On August 22, 2017, the Board of
Supervisors memorialized the concept imResolution No. 17'13O,"Authorizing the Creation, byDeed ofaCounty Owned
Parcel ofLand Within the 8rovU|eGovernment Center Carmpms";and
WHEREAS, the construction ofthe Evidence Storage Building QMorgue Project (P'ect)is[ncKudedinthe8utte
County Capital Improvement Program /C|Pi dated July 30, 20,18. Once completed, the Project will consist of 10,040
square foot building located on a portion of County owned real property identified as Assessor's Parcel Number 031-040-
028 with an address of 1 Gillick Way, UrnvN|e,C4 95965. Funding for the construction mfthe Project vvi|Uindudeacaish
infusion with the remaining costs relying upon long-term debt financing secured by County owned real property assets;
and
WHEREAS, onJune 23,2O�20 the Board of Supervisors authorized the submission ofamapplication toCalifornia
Infrastructure Economic Development Bank (IBank) to finance the construction of the Project. The financing would be
dependent upon the County's ability tu pledge the County owned real property asset (Pledged Asset) upon which the
Project is constructed as collateral. The Pledged Asset is a, portion of a 12.5,8 acre parcel of land that contains other County
facilities and improvements; and
WHEREAS, the creation, by deed, of new parcel of land surrounding the Project, as described in Exhibit A—
Ovov Ue Government Center Campus Evidence Storage Building and Morgue Parcel Legal Description, Exhibit B— Pla,t to
Accompany Legal Description, Proposed Improvement Exhibit and Aerial Exhibit, the Pledged Asset would consist of
approximately 1.19 acres; leaving the remainder 11.39, acres for future encumbrance.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby finds that it iyinthe, best interest mfthe
citizens of the County to approve the creation of [nVmty owned parcel of land by deed and authorize the Director,
General Services mnbehalf ofthe County of Butte and the Board of Supervisorsto execute any and all documents necessary
to effect the parcel creation, including the Certificate of Acceptance for the Pledged Asset as described above.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 15th day of September, 2020, by the
following vote:
AYES: Supervisors, Lucero, Ritter, Teeter, and Chair Lambert
