regulatory planning document prepared on a region -wide scale that identifies broadly supported priority water resources
projects and programs with multiple benefits; and
WHEREAS, the benefits mfintegrated regional water management planning are intended to increase efficiencies
and effectiveness mfwater resources planning, enhance collaboration across agencies and stakeholders, and improve
responsiveness horegional needs and priorities; and
WHEREAS, the adoption of an |RWMP is a prerequisite for any state funding of the water resources projects
included inthe |RVVK4P;and
WHEREAS, the Regional Water Management Group (RWMG) for the Northern Sacramento Valley (NSV) regionis
comprised of Shasta, Tehama, Glenn, Butte, Colusa and Sutter Counties; and
WHEREAS, onSeptember 28,2O1Othe Board of Supervisors approved Resolution Regarding the Appointment and
Tenure of the Butte County Appointments to the Northern Sacramento Valley integrated Regional Water Management
Governing Board /NSVBoard\;and
WHEREAS, on October 8, 2013 the Board of Supervisors approved Resolution of the Butte County Board of
Supervisors in Support of the Northern Sacramento Valley Integrated Regional Water Management Plan For the Counties
ofButte, Cm|usa,G|enm,Shasta, Sutter and Tehama; and
WHEREAS, onApril 14,2014the NSVBoard adopted the NSV|RVVMP;and
WHEREAS, the RWK06 and stakeholders have worked since 2016 to prepare Appendix N of the NSV 1RWMP to
update the plan to meet requirements of the California Department of Water Resources Proposition 1 Integrated Regional
Water Management Plan Guidelines, a prerequisite for eligibility of Proposition 1 IRWM funding; and
WHEREAS, on March 2, 2020 the NSV Board adopted Appendix N as an integral part of the NSV IRWMP; and
WHEREAS, the NSV|RWIVIPis considered a"living document" that must be periodically updated to reflect the
current social, environmental, and regulatory conclitions; and
WHEREAS, the NSV|RWMIPincludes proposed projects submitted by Butte County and the proposed
projects meet the goals and objectives of the NSV IRWMP; and
WHEREAS, Butte County submitted an application for Proposition 1 !RWM Implementation on behalf of parties
within the NBVRegion, including Butte County asgrant administrator, and grant eligibility reqwiresButteQommty and any
agency receiving funding for aproposed project toadopttheNSV|RVVIVIPpriortmexecutionofafmodlmg agreement; and
WHEREAS, pursuant to Water Code Section 10543(c) and Government Cede Section 6066, Butte County as a
member of the RWWMG on behalf of the NSV Board published a Notice of Intent to adopt the NSV IRWUMP in the Chico
Enterprise Record and Oroville Mercury Register on February 17, 2020 and February 24, 2020 and the NSV Board met the
procedural requirements for adapting the NSV IRWWMP.
WHEREAS, the NSV IRWWMP does not authorize any discrete or specific project by Butte County or any other party
but represents administrative action with no potential to affect the environment, such that no review under the California.
Environmental Quality Act is required, further, any projects implemented under the NSV IRWWMIP shall be subject to review
pursuant to the California Environmental Quality Act by the implementing agency and to the obtaining of all required
permits before they are implemented.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors approves and adopts the
Northern Sacramento Valley Integrated Regional Water Management Plan as adapted by the NSV Board on March 2,
2020.
