HomeMy WebLinkAbout20-121Resolution No. 20-121 WHEREAS, The North Complex Fire entered into Butte County on September 8, 2020, and subsequently burned thousands of acres of timber, along with hundreds of residential structures and outbuildings; and WHEREAS, Oro Quincy Highway suffered serious damage, including scorched pavement, burned guard rail and posts, burned street signs, and burned trees; and WHEREAS, Oro Quincy Highway is the only County Maintained Roadway in the North Complex burn area that is considered "On -System", and is eligible for funding under the Federal Highways Administration Emergency Relief funding (ER) program; and WHEREAS, replacement of the burned guard rail is a critical life safety issue, as missing guardrail can allow motorists to inadvertently run off the road, risking injury; and WHEREAS, the safety of the roadways within the burn scar will be greatly improved by prompt repair and replacement of all missing guardrail assets; and WHEREAS, the Board of Supervisors Proclaimed the Existence of a Local Emergency on September 15, 2020 due to the North Complex Fire; and WHEREAS, by waiving the public bid requirements, the roadway will be repaired faster, improving the safety for motorists. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby acknowledges the existence of a Local Emergency and agree to waive the normal bid requirements to expedite these critical roadway repairs.
