Estimated Acres Burned in the North Complex West Zone: 84,580 acres (in SRA) with 73% containment. Note that the North
Complex West Zone is based on operational boundaries, not Butte County boundary lines. In Butte County specifically, the total
acreage burned is estimated at 95,999. Total acres burned in the overall North Complex Fire covering Butte and Plumas
counties is 304,492 acres with 78% containment.

Current Situation:
On the afternoon of September 8, 2020 the North Complex fire entered Butte County with a vengeance, driven by extreme
winds, heavy dry fuels, and steep terrain. The North Complex Fire is broken into three(3) zones: North , South, and West. The
North and South Zone are managed by the United States Forest Service. The West Zone is managed by CAL FIRE Incident
Management Team 4.
Firefighters continue to reinforce the primary, alternate and contingency fire lines throughout the fire area. Last night
firefighters continued to aggressively mop up hotspots within the fire perimeter, to prevent any chance of embers or debris
crossing the fire line. Fire crews made great progress in Divisions D and F, they have been able to tie the fire down into the
Ponderosa Reservoir and it is currently holding. Crews will continue to mop up hot spots and keep a close eye on this area as
we move into a wind event this weekend. Crews will also patrol the North Complex West Zone during the wind event to catch
any possible flare ups.
A fire weather watch is in effect from Saturday through Monday. The critically dry fuel makes the vegetation extremely
receptive to fire.
PSPS
PG&E is monitoring a wind event developing Saturday afternoon and continuing through Sunday and possibly Monday. At this
time the event will impact 18,742 customers in Butte County. Power is estimated to de-energize Saturday evening, with as
estimated re-energizing by Monday night into Tuesday morning.
There is an estimated 1,700 medical baseline customers that will be impacted by this event.
An additional note: at time of this report the scope has expanded with a new customer count of 95,000
customers. Alpine, Amador, Calaveras, El Dorado, Kern, Lake, Napa, Nevada, Placer, Shasta, Sierra, Sonoma
and Tehama added. Kern, Lake, Sonoma will have less than 100 customers each. Shingle Springs Rancheria is
also included.

Weather:
Today: Widespread haze and smoke. Mostly sunny, with a high near 85, west southeast winds at 5 to 10 mph and humidity at
41%. Tonight: Widespread haze and smoke. Mostly clear skies with a low of 63 and winds light and variable. The humidity will
increase to 55%. Saturday: Widespread haze and smoke. Partly cloudy skies, with a high near 90, northwest winds 10 to 15

Critical Fire Weather Conditions Late Saturday Evening through Monday Morning
The National Weather Service in Sacramento has issued a Red Flag Warning, which is in effect from 9 PM Saturday to noon
PDT Monday. The Fire Weather Watch is no longer in effect.
* AFFECTED AREA...Portions of interior northern California including the west side of the Sacramento Valley, the Coastal
Range, the western Sierra Nevada and foothills, and the Delta.

* WIND...North to east winds 15 to 25 mph with gusts up to 35 to 40 mph. Stronger gusts up to 45 to 55 mph may be
possible through favored gaps and canyons. Strongest winds expected Saturday night through Sunday, especially for the
west side of the Sacramento Valley and the Sierra foothills.
* HUMIDITY...Minimum daytime humidity of 10 to 20 percent. Maximum overnight humidity between 15 and 40 percent.
Higher humidity recovery expected in the Central Valley and Delta areas.
* IMPACTS...Numerous wildfires are already occurring. Extreme fire safety precautions should be exercised to prevent any
additional fires. Outdoor burning should be avoided.

Fire Damaged Assessment
Cal Fire continues the damage assessment for the West Zone of the North Complex Fire and has released the information to
the public. Evacuees can enter their address into the search bar to find information. Field damage inspection is still ongoing
and data is subject to change as information is gathered and verified. The icons on the map indicate the current known status
of the structure. If a structure is not identified by an icon, it has not yet been identified. The Damage assessment team will
collect data for the full fire which includes all areas in the fire perimeter including to the County line.

Damage assessment is 90% complete. At this time they are locating any structures they may have missed.
County Damage Assessment
The County’s Damage Assessment team is focusing on assessing standing structures that may pose potential threats to the
public upon re-entry. The team is placing color (Green-Yellow-Red) coded placards on each structure to indicate its safety level.
Summary of placards posted by the County are as follows:
Green Placard: INSPECTED – Lawful Occupancy Permitted is posted noting no apparent structural hazard has been
found and is safe to occupy.
Yellow Placard: RESTRICTED USE is posted noting there has been damage resulting in some form of restriction to the
continued occupancy. The restrictions for use will be noted on the placard.
Red Placard: UNSAFE – Do Not Enter or Occupy is posted to note the structure has been damaged such that
continued occupancy poses a threat to life safety. Buildings or structures posted with this placard shall not be entered
except as authorized in writing by the Building Department. Safety assessment teams shall be authorized to enter
these buildings. This placard is not to be used or considered as a demolition order.
The Safety Assessment Team has completed their assessments of properties and will be identifying any missed properties
today.

Law Enforcement
Butte County Sheriff’s Office (BCSO) deputies, staff and mutual aid continue to patrol evacuated areas and support road blocks
to inhibit people from entering the burned areas. BCSO has responded to 192 welfare check requests for persons. Of those
requests, all are accounted for, but unfortunately there are 15 fatalities. The Law Enforcement Staging Area is at the at Loafer
Creek boat ramp. Logistics is currently working with Law Enforcement to start the demobilization process.

BCSO continues to run a call center to assist residents who do not have access to the internet to be able to obtain information
on evacuation orders and warnings in their area. The call center is staffed by volunteers and open 9:00 a.m. to 7:00 p.m.
Monday thru Sunday (7 days a week), until it is no longer needed.
BCSO has added a link to their web page for the escort program. Residents can click the “Sheriff’s Online Escort Request
Submission” link which will take them through 3 waivers before being able to enter their information for service. This service
will enable residents to enter their property for 15 minutes which can be decreased depending on conditions of the area and
movement of the fire.
Evacuation Orders (September 25, 2020 10:00am)
Evacuation orders remain in effect for:
Berry Creek above Simmons Rd, Brush Creek, and Forbestown above Westar Ct
Evacuation Warnings:
Butte County Sheriff’s Office has issued the following Evacuation Warnings:
Highway 162 from Bidwell Bard Bridge to Simmons Rd. Simmons Rd to Big Ridge Rd, including all roads that connect
with Simmons Rd. Big Ridge Rd will remain closed.
Area enclosed by Highway 162 from Miner’s Ranch Rd to Forbestown Rd to the Butte County line on the north.
Swedes Flat Rd on the south. Miner’s Ranch Rd to Swedes Flat Rd on the west perimeter. County line on the East
perimeter.
Highway 162 from Forbestown Rd, north to the Bidwell Bar Bridge to include both sides of the roadway.
Areas north of Forbestown road to Lumpkin Rd including Lake Haven Way and Faye Mar Rd., all of Stringtown Rd and
connecting roads.

Non-Congregate Sheltering
Currently there are 1,833 individuals in hotel rooms, equating to 777 rooms.
Care and Shelter also handled 1,134 calls through the hotline to date.
Public Health
Public Health’s urgency order was adopted Wednesday by the Board. This order prohibits residents from removing ash and
debris from their property to protect their personal health; the debris and ash can contain hazardous materials.
Animal Evacuation Centers
Small Animals – There are now two shelters for small animals. The original one at the Old County Hospital located at
2279 Del Oro in Oroville is at capacity. On Saturday, the County EOC secured a second facility at 521 Cal Oaks in
Oroville. This shelter is currently accepting small, domestic animals between 8:00 a.m. and 8:00 p.m.
Large Animals – Camelot Equestrian Park, 1985 Clark Road, Paradise. The site has been very active with large animals.
This facility has available capacity.

Total Animals in Shelters: 451 (Camelot: 231, Del Oro: 113 and Cal Oaks: 110) Staff are still accepting small animals at the Cal
Oak facility and there is room at Camelot for large animals.

9 puppies were born in the small animal shelter yesterday. The puppies and their mother will be placed with a foster family
until they can be rehomed as the mother was a stray.
Animal Control has started contacting residents who have been able to return home, in hope of reunification with their
animals.
The deceased large animal removal is open for residents to call or email with requests. Residents can call (530)895-0000 or

Public Works
Public Works will be starting guardrail crews at the County line and work their way down in an effort to stay out of the way of
other utility crews. This will begin on Monday to avoid any complications with the PSPS event this weekend. Additionally, they
have identified trees that will be removed now and trees that be removed as part of the debris removal process.
Donations
Due to COVID-19 restrictions, no physical donations are being accepted. North Valley Community Foundation has set up a
fund.
USFS Forest Closures
A USFS order prohibits the use of any ignition (campfires, gas stoves, etc.) and the closure of all developed campgrounds and
day-use sites on National Forests in California. The Plumas NF partially reopened today. Please refer to attached news release
