INTER-DEPARTMENTAL MEMORANDUM PUBLIC WORKS DEPARTMENT Bridge Division SUBJECT: Midway Bridge Replacement Project Status DATE: September 2020 - 092820 Construction Status Report The Department of Public Works entered into an agreement on December 16, 2010 with the California Department of Transportation (Caltrans) to complete the Midway Road Bridge Replacement Project across Butte Creek and Butte Creek Overflow. This requires the construction of a new 1,404 foot long highway bridge on the Midway spanning both Butte Creek and the Butte Creek Overflow channel. The project will replace two existing bridges originally constructed in 1915 and 1918 that have outlived their service life. The project will construct the new bridge on the existing alignment and will necessitate the closure of the Midway to traffic until the new bridge is complete. The contract for this project has been awarded to MCM Construction Inc. of North Highlands, CA in the amount of $19,600,643.50. The project is funded by a combination of Federal Highway Bridge Program Funds and Road Maintenance and Rehabilitation Act (RMRA Gas Tax) funds. The estimated completion date is December 31, 2021. The Contractor is currently working to install the temporary casings for the Cast-in-drilled-Hole (CIDH) piles at the Pier 2 location. Construction of Piers 2 & 3 are critical operations and must be completed at the end of the construction season when the water level in Butte Creek is at its lowest and before the specified in-water work windows close. Both the bridge over Butte Creek and the Overflow Channel were removed during the second and third weeks of September. The Contractor continues to process the rubble from the existing bridges using specialized equipment designed to crush the concrete and separate out the reinforcing steel. These materials are being hauled off-site for recycling. Ironworkers are shownworking to mechanically couple two sections of the 107 foot long reinforcing steel cage together for the Pier 2 CIDH pile. Ultimate butt splice connectors, shown below, are being used which must torqued in the field and witnessed by County field personnel. In addition, sample splices are prepared concurrently and shipped to a contract lab for testing. In general, most of the clearing and grubbing of existing vegetation on the site has been completed. The contractor has graded and leveled the existing roadside ditches within the construction footprint in an effort to expand the staging area necessary for the influx of the large amount of machinery and materials required for construction of the project. The temporary detour which routes through traffic to west around the job site via Aguas Frias Road appears to be relatively well received by the traveling public. However, it is evident that there has been an increase in traffic on Durnel Drive by local residents circumventing the official detour. The Contractor has also been working to complete the box culvert located on the northwest corner of the project which will allow permanent access across the Butte Creek Overflow Channel to the Gorrill Ranch walnut orchard. Due to a high demand of redi-mixed concrete in the area it has been necessary to schedule the various concrete pours at night. The County materials lab has been on-site providing Quality Control Testing each time.
