Thank you, Susan Peterson Plans Chief 530-552-3728 NORTH COMPLEX FIRE Situation Status Report (2020-10-06; 1200 hrs) BUTTE COUNTY EMERGENCY OPERATIONS CENTER (EOC) Incident Information North Complex West Zone fire is part of the overall North Complex Fire burning in Butte and Plumas counties. Note that the North Complex West Zone is based on operational boundaries, not Butte County boundary lines. In Butte County specifically, the total acreage burned is estimated at 96,014. Total acres burned in the overall North Complex Fire covering Butte and Plumas counties is 318,731 acres with 86% containment. Current Situation: Onthe afternoon of September 8, 2020 the North Complex fire entered Butte County with a vengeance, driven by extreme winds, heavy dry fuels, and steep terrain. The North Complex Fire is broken into three (3) zones: North, South, and West. CAL FIRE Report: Containment lines on the West Zone continue to hold, tactical patrols are being done, and hoses are being brought in from the fire line. Cal Fire team continues to work on re-enforcing fire lines in the event that the fire jumps Hwy 70 and anticipate finishing those lines today. US Forestry Report: Last night crews conducted hand ignitions in the steep terrain along the penstocks to secure sections of the line. Heavy equipment, aircraft and crews are being utilized to keep the fire in check as it back down to the Feather River. The fire remain on the east side of Hwy 70. Highway Patrol, Cal Trans and US Forest Service have opened one lane traffic in the fire affected area, but continue to monitor the highway for falling debris. They anticipate a shift in weather that will bring winds in the Hwy 70 corridor Wednesday and Thursday, followed by a possibility of 1/10 to 1/2 inch of rain Friday to Saturday. Weather: Today (Magalia): Widespread haze and smoke. Plentiful sunshine, with a high near 83. Winds south southwest 5 to 10 mph and humidity near 19%. Tonight (Magalia): Widespread haze and smoke. Clear skies with a low of 57, winds light and variable, and humidity increasing to 29%. Wednesday (Magalia): Widespread haze and smoke. Sunny skies, with a high of 81, south winds 5 to 10 mph and humidity at 22%. County Safety Assessment The County Safety Assessment Team has completed the inspections on standing structures that may pose potential threats to the public upon re-entry. The team placed color (Green-Yellow-Red) coded placards on each structure to indicate its safety level. Information has been messaged to the public in reference to the signage and reaffirmed with applicants visiting the LAC. See table below for numbers. YellowRESTRICTED USE RESTRICTED USE is posted noting there has been damage resulting in some form of restriction to the continued occupancy. The restrictions for use will be noted on the placard. RedUNSAFE - Do Not Enter or Occupy UNSAFE – Do Not Enter or Occupy is posted to note the structure has been damaged such that continued occupancy poses a threat to life safety. Buildings or structures posted with this placard shall not be entered except as authorized in writing by the Building Department. Safety assessment teams shall be authorized to enter these buildings. This placard is not to be used or considered as a demolition order. Law Enforcement Law Enforcement has lifted all evacuation orders and warnings. Care and shelter is working with those individuals who are no longer on an evacuation order or warning to transition back home. Care and Shelter is now able to use Americorp case managers to assist individuals and families transition to their next step. Hotline 530.552.6150 There is a need to increase staffing for the hotline as it continues to be a valuable resource to residents, answering questions regarding sheltering and about the LAC, it has handled 2,870 calls to date. Public Health Please be aware of your surroundings while outdoors in the area of the EOC on Mira Loma in Oroville. Residents have reported mountain lion sightings (though not confirmed). Hazel St, Gridley The Animal Shelters are no longer accepting any additional animals. They will only take in animals brought in by first responders. The EXPO is demobilized as of 10 am today. The USDA is assisting with the care of animals sheltering in place, and reunification efforts. Reunification is reaching out to owners that have a remaining structure to make plans for the animals to be released. Additionally, we are presenting other options for owners that do not have a structure to return home to. Field operations is planned to be demobbed by Friday 10/09/20. Total Animals in Shelters There are currently 311 animals between the three shelters and approximately 600 animals sheltering in place. Camelot – 147 (36 Strays) Cal Oaks – 85 (60 Strays) Del Oro - 79 Unclaimed Animals The Pet Harborwebsite is showing animals that have been rescued from the North Complex Fire and have not been claimed by their owners. Animal Removal The deceased large animal removal is open for residents, law enforcement and fire crews to call or email with requests. Residents can call 530.895.0000 or email largerecovery@buttecounty.net Large Animals – 52 Small Animals – 317 (196 were chickens) (Numbers as of 10.04.2020) Public Works Working to preparing roads in the fire area for possible wet weather this upcoming weekend that could cause debris flows. They continue to work on guardrails and trees being left in the right of way by utilities. Donations Due to COVID-19 restrictions, no physical donations are being accepted. North Valley Community Foundation has set up a fund. USFS Forest Closures A USFS order prohibits the use of any ignition (campfires, gas stoves, etc.) and the closure of all developed campgrounds and day-use sites on National Forests in California. A weekly meeting with County and partner agencies will occur on Wednesdays and a DROC – County Team meeting will be scheduled for Thursdays. As recovery efforts move forward, a separate IAP and Situation Status Report will be prepared and distributed. On October 5, 2020, the California Department of Toxic Substances Control began the Phase 1 Assessment of properties destroyed in the North Complex Fire. Phase 1 activities include assessing and removing household hazardous waste and bulk asbestos from burned residential properties.
