Blackett, P.E., Regional Engineer Federal Energy Regulatory Commission Division of Dam Safety and Inspections San Francisco Regional Office 100 First Street, Suite 2300 San Francisco, CA 94105-3084 RE: Bucks Creek Hydroelectric Project, FERC No. 619-CA Lower Bucks Dam (Bucks Diversion Dam), NATDAM No. CA00331 Low-Level Outlet Actuator Stem and Guide Replacement ENCLOSURES CONTAIN CUI//CEII – DO NOT RELEASE Dear Mr. Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) supporting documentation for the low-level outlet (LLO) actuator stem and guide replacement for Lower Bucks Diversion Dam, which is part of PG&E’s Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619. During construction of the upstream geomembrane liner at Lower Bucks Diversion Dam, with the reservoir dewatered, PG&E visuallyinspected the LLO actuator stem and guides. PG&E observed minor stem corrosion and moderate guides damage. With construction equipment positioned on the upstream face of the damfor the liner project, PG&E has elected to replacethe existing stem and guide components. Enclosed with this letter is a technical memorandum (Enclosure 1) that provides details for the proposed replacement components. PG&E believes the proposed replacement of the LLO actuator components is essentially a replacement in-kind and not a modification; therefore, PG&E plans to expedite the fabrication and installation. The LLO actuator stem and guide replacement project meet criteria of a federal undertaking as defined in the Code of Federal Regulations (CFR), Title 36, Section 800.16(y) (36 CFR Section 800.16\[y\]). As a result, the undertaking must comply with Section 106 of the National Historic Preservation Act of 1966, as amended, to consider the effect of the undertaking on any sites, buildings, structures, or objects that are included in or may be eligible for inclusion in the National Register of Historic Places, Mr. Frank L. Blackett, P.E. October 13, 2020 Page 2 and Section 106 consultation will be conducted. PG&E applied the criteria of adverse effect (36 CFR Section 800.5) and found that the project has nopotential to adversely affect the character-defining features of the dam or the district and will have no adverse effect on historic properties. State Historic Preservation Office concurrence with this finding was received on October 13, 2020 and is enclosed (Enclosure 2). Ongoing shelter-in-place orders issued by the State of California in response to the COVID-19 pandemic require that nonessential PG&E staff work remotely, and hard copy filings are not practical at this time. If FERC requires hard copies of this letter and/or enclosures, please contact the license coordinator identified below. If necessary, hard copies will be sent after the shelter-in-place restrictions have been lifted and PG&E staff have returned to their normal work locations.
