Pursuant to current State Public Health directives to shelter -in-place and practice social distancing, and as authorized by Governor Gavin Newsom's Executive Orders N-25-20 and N-29-20, the meeting was closed to the public and all non-essential County staff. Members of the Board of Supervisors and essential County staff participated either in person or telephonically. Members of the public could livestream the meeting at buttecounty.net/clerkoftheboard/meetings, and submitted public comments electronically and/or telephonically. 1. CALL TO GIRDER MEETING CALLED TO ORDER AT THE BOARD OF SUPERVISORS CHAMBERS, LOCATED AT 25 COUNTY CENTER DRIVE, SUITE 205, OROVILLE, CALIFORNIA. PRESENT: SUPERVISOR STEVE LAMBERT, CHAIR, DISTRICT 4 SUPERVISOR BILL CONNELLY, DISTRICT 1 SHARI MCCRACKEN, CHIEF ADMINISTRATIVE OFFICER & CLERK OF THE BOARD BRUCE ALPERT, COUNTY COUNSEL ASHLEY SNYDER, ASSISTANT CLERK OF THE BOARD APPEARING TELEPHONICALLY: SUPERVISOR DEBRA LUCERO, DISTRICT 2 SUPERVISOR TAMI RITTER, DISTRICT ABSENT: SUPERVISOR DOUG TEETER, VICE CHAIR, DISTRICT 5 2. CORRECTIONS AND/OR CHANGES TO THE AGENDA ITEM 3.03 BUDGET ADJUSTMENT AND CONTRACT WITH TRC ENGINEERS FOR EMERGENCY ON-CALL ENCROACHMENT AND CONSTRUCTION INSPECTION SERVICES THE CONTRACT AMOUNT WAS AMENDED TO "NON -TO -EXCEED $600,000", AS OPPOSED TO $400,000 AS PRINTED ON THE AGENDA. IT WAS ALSO CLARIFIED THAT THE "GOVERNMENT HAZARD TREE REMOVAL PROGRAM" AS PRINTED ON THE AGENDA SHOULD SAY THE "GOVERNMENT HAZARD TREE REMOVAL PROGRAM FOR THE CAMP FIRE". Award of EmerRencv Force Account Agreement, and BUdRet Adjustment for Oro Quincy Emergency Guard Rail Repairs Public Works Board action: 1) Resolution No. 20-121 adopted; 2) Budget adjustment approved; and 3) Agreement approved and the Director of Public Works authorized to sign the agreement. 3.02 BUdRet Adiustment and Cooperative Agreement with Butte Countv Resource Conservation District (BCRCD) for North Complex Fire Sediment Control and Debris Flow Planning and Implementation Support Public Works Board action: 1) Budget adjustment approved; 2) Cooperative agreement approved and the Director of Public Works authorized to sign the agreement. 3.03 Budget Adjustment and Contract with TRC Engineers for Emergency On -Call Encroachment and Construction Inspection Services Public Works Board action: 1) Budget adjustment approved; and 2) Contract approved. 3.04 Authorization to Advertise and Award the Off-Svstem EmerRencv Guardrail Repairs Due to the North Complex Fires Public Works Board action: Director of Public Works authorized to advertise the project and execute any necessary documents. REGULAR AGENDA 4.01 Introduction and Adoption of an Urgency Ordinance Specifying Requirements for the Removal of Fire Damaged Debris from Affected Property Public Health DANETTE YORK, DIRECTOR OF THE DEPARTMENT OF PUBLIC WORKS, PROVIDED A REPORT FOR THE BOARD. NO PUBLIC COMMENT WAS RECEIVED. MOTION: 1) WAIVE THE FIRST READING OF THE ORDINANCE ENTITLED, "AN URGENCY ORDINANCE ADDING CHAPTER 54, NORTH COMPLEX FIRE RECOVERY CODE" AND AMENDING SECTIONS 1-7,41-1,41-4 AND 41-5 OF THE BUTTE COUNTY CODE"; AND 2) ADOPT ORDINANCE AND AUTHORIZE THE CHAIR TO SIGN.
