ThekeystofloodinginthisareaarethecapacitiesoftheKeeferSlough/Hwy99bridge andtheRockCreek/Hwy99bridgetohandlestormwaterflows. AsfarasIknow,nobodyfromtheCountyhasprovidedthepublicwiththemaximumcfs numbersthatthesebridgescanhandle.If,forexample,theKeeferSloughbridgecan"flow" about800cfs,andifatthe"bifurcation"one-thirdofRockCreekflows(3000cfs)areallowed intoKeeferSlough,therewillalwaysbetrouble.Compoundingthisissuearethenow redirectedflows(intoKeeferSlough)fromSierraMoonsubdivision.Thepropertyuponwhich SierraMoonsitsoncedrainedsouthintoMudCreek........ AreassouthofKeeferSlough,andwestofGarnerLanedraintothesouthwest-rightinto Hwy99.ThereisverylimitedflowunderneathHwy99(oneboxculvertofunknown capacity)-certainlynotenoughtohandlestormwaterflowsasweallfoundoutinFebruaryof 2019,asHwy99flooded.AnyadditionalhousingwestofGarnerLanewillonlycompound thisproblem. Onabroaderscope:morehouseswillmeanmorewellsdrawingdownthewatertableharming existingwellowners:morehousesmeanmoresepticsystems(mini-wastetreatmentsystems arenotworkinginnorthChico,either):morehousesmeanmuchmoretrafficcongestionon arearoadways,andthelevelofpublicprotection(fireandpolice)haveshownnottobe adequate.
