Fire Update We expect to have new information on fire conditions at tomorrow’s briefing. Work continues on secondary and contingency lines in the trouble spot in the northwest area. The USFS closed a portion of Highway 70 between Deadwood (near Pulga) and the tunnel towards route 89. The road will remain closed for 24 hours. They will evaluate the closure tomorrow. This is the area where the fire is closest. They will be putting in dozer lines which may cause trees and rock slides onto the highway. Incident Team 4 demobilized today. Butte CalFire has set up the incident command at the Forebay. Care and Shelter There are 715 individuals in non-congregate shelters in 336 rooms. There have been 1884 calls received at the call center. There are 296 animals in Camelot, 94 in Cal Oaks, 108 at Del Oro and no animals in Gridley. The National Guard is expected this afternoon to assist with animal care. Public Works Progress continues on replacing guard rails. Oro Quincy Highway is closed from Lake Madrone due to extensive damage and guard rail replacement. Household Disposal – Recology has resumed service in reopened areas. To accommodate people who have large amounts of food and other waste, Recology placed dumpsters in 4 locations – Berry Creek, and two in Forbestown. Recology will also do individual pick-up on a request basis. Messaging is being put on the webpage soon. Press Conference – A press conference will be held at 202 Mira Loma, Oroville at 4PM on Thursday st October 1. The press conference will be live streamed on the Butte County Facebook page. A press release will be sent out soon. EOC Planning – We are currently in Op Period 12 until 8:00 tonight. The Op Period 13 will be a 48 hour period ending on Friday 10/2 at 8:00PM. The EOC will move operations to 205 Mira Loma, Suite 20, Oroville tomorrow at 1:30. The EOC will go virtual on Thursday at 1:30PM and resume in person on Friday morning. Support establishing disaster recovery functions PIO Specific Objectives: 1. Institute a JIC/Virtual JIC to further coordinate and unify public information related North Complex incident and recovery efforts. 2. Provide accurate, timely, and coordinated public information. 3. Share information on Butte County homepage and social media platforms. 4. Monitor social media 5.Develop plan to modify the buttecountyrecovery.org webpage Operations Section Objectives: 1. Support Local Assistance Center 2. Support Non-Congregate Sheltering Operations including COVID screening 3. Operate sheltering hotline to support survivors sheltering needs 4. Safety for evacuation of the public 5. Staff road closures in conjunction with law enforcement 6. Continue animal sheltering operations 7. Establish and support third small animal shelter at Gridley Fairgrounds 8. Establish and support Large Animal Removal Task Force 9. Perform damage assessment of publicly maintained roadways within the burn scar 10. Coordinate with Caltrans and Cal OES representatives, to document need for State and Federal Recovery Assistance 11. Emergency procurement of supplies and Contractors to rebuild guard rails, replace damaged signage, and remove extreme hazard trees, to support repopulation efforts 12. Provide safety information, regarding potential hazards to individuals, as repopulation occurs to the burn scar area. Planning/Intelligence Section Objectives: 1. Conduct briefing meetings at 0900 hrs. daily and the planning meetings at 1600 hrs. as needed 2. Review, update and distribute the IAP as required and Situation Status report daily 3. Identify, collect, verify and disseminate accurate and timely information including maps 4. Participate in daily Repopulation Team meetings 5. Work with County IS in monitoring results of SAP Inspector use of the arc-GIS collector application 6. Complete safety assessment inspections 7.
