Andy Andy Pickett Chief Administrative Officer Butte County Administration 25 County Center Drive, Suite 200, Oroville, CA 95965 T: 530.552.3310 M: North Complex Fire Recovery Info As of October 2, 2020 On October 5, 2020, the California Department of Toxic Substances Control (DTSC) will begin the Phase 1 cleanup activities of residential properties destroyed in the North Complex Fire. The Phase 1 activities include assessing and removing household hazardous waste (HHW) and bulk asbestos from burned residential properties. DTSC estimates that the Phase 1 cleanup will take about 60 days. DTSC will consolidate and dispose of HHW including paints, cleaners, solvents, oils, batteries, herbicides and pesticides. Fuel from pressurized cylinders and tanks will be removed and tanks will be marked with white “X” and left as scrap metal. DTSC will also remove bulk asbestos items. There is no cost of Phase 1 clean up to property owners. They will not be billed for this service from DTSC, FEMA, or the County. DTSC is entering fire affected properties under Butte County’s public health order. The property owner permission is not needed due to public health hazards of HHW. DTSC will not remove fire debris that is not HHW. Cal OES has not yet announced the Government debris removal program or Phase 2. Other affected counties are also waiting to hear from Cal OES on when Phase 2 program will start. Butte County is actively working with Cal OES to get a timeline. When Phase 2 program is approved, and property owners choose to have the State cleanup their debris, they must first submit a Right of Entry (ROE) form before anyone can enter their property to the cleanup work. The County is currently working with the State to have an approved ROE forms. Butte County will also likely allow property owners to opt out of the Government debris program and do their cleanup work. This is called the Alternative Program. The County will send information to property owners as it implements the program. Currently, Butte County is still operating the Emergency Operations Center assisting with sheltering of people and animals. At the same time, the County has stood up the Recovery Team. As a part of the recovery efforts, the County is running the Local Assistance Center. Fire victims are encourage to visit the LAC and register with FEMA. Butte County has passed urgency ordinances dealing with debris removal and housing. More ordinances dealing with the North Complex Fire are forth coming.
