Good afternoon Chairman Lambert and Supervisors of the Board,
Please find attached to this email the Notice to Proceed for the Camp Fire Tree Removal Contract for
the parcels located in the unincorporated areas of Butte County. C.T.L. Forestry Management, Inc.
th
dba Ceres Forestry (CTL) was awarded the contract today, November 4, 2020. A similar contract
was awarded to SUKUT/ODIN/P31/J W Bamford Joint Venture (SOPB) for the Town of Paradise
parcels.
I will share the commencement of field operations as soon as I am apprised. This is wonderful news
for the County, Town and region.

Subject:Notice to Proceed (NTP) for Contract No. DRR20047
Congratulations on being awarded the contract for Hazard Tree Removalfor the Camp
Fire, Butte County(Contract No. DRR20047). This Notice to Proceed authorizes C.T.L
Forestry Management, Inc. dba Ceres Forestry (CTL)to start incurring reimbursable costs
effective the executed contract date for contract number DRR20047. The purpose of this
NTP is to allow CTLto begin organizing and making all necessary arrangements to start
work on November 6,2020.
CTLisresponsible forcomplying with the terms and conditions of the signed 213
Agreement between CTLand CalRecycle.Additionally, CTLis responsible formanaging
itscontractors, subcontractors, and other agents and ensuring their compliance with the
contract provisions.
Operational priorities which must occur prior to commencement of work include the
following:
1.Apply and obtain all California Department of Forestry and Fire Protection (CalFire)
Timber Harvest Plan Exemption Requirementspursuant to the Forest Practice
Rules under 14 CCR 1104.1(b), including but not limited,Public Agency, Public
and Private Utility ROW Exemption and 14 CCR 1038(b),10% Dead, Dying,
Diseased Trees,or the 2020 Exemption 14 CCR 1038(g) Post-Fire Recovery
Exemption.Upon receipt of this this Notice to Proceed (NTP), please contact the
Ramzi Ibrahim (916-926-9536) of the State Environmental Team to obtain draft
exemptions for your review, consideration, and submission to CalFire.This
application to CalFire shall be completed immediately.Provide written
notification to the Incident Management Team, the State Environmental Team,and
the Contract Manager of your submission of the relevant documents to CalFire.

Prior to commencing tree felling, you are also required to obtain coverage under
the California Regional Water Quality Control Board, Central Valley(RWQCB)
General Order No. R5-2017-0061 (General Timber Order). Projects meeting
certain eligibility criteria in the General TimberOrder relating to CalFire exemptions
are automatically enrolled under the General Timber Orderand must comply with
the conditions in the General Timber Order.The State Environmental Team can
assist you with working with the RWQCB.Provide written notification to the
Incident Management Team, the State Environmental Team, and the Contract
Manager when you obtain coverage under the General Timber Order; and
2.Your planning and operations team shall contact the State’s Operation and
Planning team to coordinate and establish preliminary planning needs, including,
but not limited to, “runway” schedules for public right of way trees and private
property trees, processing/log storage yard operations, end use facility staffing,
underground locates, and Department of Transportation (DOT) fleet inspection
processes. Upon receipt of thisNTP, please contact the Operations Chief, Stephen
Eto, at 916-693-7429 to arrange this meeting.
You are also required to produce the following documents prior to the commencement of
work:
1.Copies of all log storage and processing/staging yard permits;
2.Copies of all end use facility permits;
3.Copies of all Land Use Agreement(s) for Temporary Log Storage and Processing
Site/Equipment Laydown yard facilities used to fulfill DRR20047;
4.Copies of Letter(s) of Commitment from end use facilities;
5.List of equipment anticipated for use to perform the work, including the type, model,
size, year, and other pertinent information, the number of pieces of equipment, and
whether each piece is owned or rented;
6.Work plandemonstrating how the Contractor plans to conduct their work, including
schedules for implementation of log storage and processing yards, number crews
and wood material transport trucks and their mobilization/demobilization during the
operation;
7.Provide all other required permits including, but not limited to the following:
a.Land use permits
b.Storm water Prevention Pollution Plans
c.Industrial Waste Permits, if applicable
d.Road encroachment permits
e.Any required (local, regional, state, or Federal) Operational permits
f.As necessary environmental resource and historical preservation
consultation for laws and regulations identified in 4.0 Environmental
Compliance Framework –Table 1 of the Environmental Protection Plan.
8.Provide proof of bonding: Attach a notarized statement from the bonding company or
companies your organization proposes to use, stating that the surety shall
unconditionally guarantee the Contractor’s performance in all respects of the terms,
conditions and provisions of DRR20047 tothe extent of a minimum of fifty percent
(50%) of the total Agreement amount. The notarized statement shall guarantee that

the surety will execute the Faithful Performance Bond and Payment Bond
requirement. This bond must guarantee Contractor’s compliancewith the terms of the
Agreement.
9.Illness and Injury Prevention Plan;and
10.Verification of insurance coverage. Furnish the State with original certificates and
amendatory endorsements effecting coverage as required by DRR20047. All
certificates and endorsements are to be received and approved by the State before
work commences. The State reserves the right to require complete, certified copies of
all required insurance policies, including endorsements affecting the coverage
required by these specifications at any time. Any required endorsements requested
by the State must be physically attached to all requested certificates of insurance and
not substituted by referring to such coverage on the certificate of insurance.
You are expected to mobilize your Project Manager and Key Superintendents within forty-
eight (48) hours of receiving this Notice to Proceed (NTP). Within five (5) working days of
receiving this Notice to Proceed each Contractor shall mobilize a minimum of ten (10)
Hazard Tree Removal Crews to their respective Contract Areas, as directed by the
Incident Management Team.
Upon receipt of this NTP, please notify the contract manager and thehazard tree removal
IMT, Arcadis, U.S., Inc., and Tetra Tech, Inc.of your expected deployment date.
Additionally, CalRecycle requeststhat CTLschedule aremote introductory meeting
between CTLIMT, Arcadis’ IMT, Tetra Tech, Inc.and the State’s IMT. General topics
expected to be discussed include onboarding training, data management, operational
needs, planning needs, coordination with the finance and administrative consultant
(DRR19104), and deployment schedule. Please contact me to schedule the introductory
meeting.
