Hi Roger.
DWR maintains the Butte Creek levees and channel. As the maintainer, we will need to provide an
endorsement (or no objection) to the proposed project. We will need to see the project details
(location, depth, materials, construction plan, etc.) to assure it does not adversely impact our work.
The Central Valley Flood Protection Board is the entity responsible for permitting the work. Gary
Lemon, copied in this email, is the permitting section chief.
I recommend starting off by reviewing the permit requirements and Title 23 regulations.
Focus on Article 3 for procedures and Article 8, section 123 for pipelines:

Good morning Bill,
West Yost is conducting a pipeline feasibility study on behalf of Butte County. The proposed
alignment would interconnect the Paradise Irrigation District and Cal Water (Chico) systems, running
along Skyway Rd.
East of the intersection of Skyway and Bruce Rd in Chico, the pipeline crosses the Butte Creek
Diversion Channel. A levee abuts the west side of the channel. See the attached figure.
Does DWR maintain this levee? If so, could you please provide a contact with whom we could
discuss DWR’s crossing requirements?
