COUNTY OF BUTTE
INTER-DEPARTMENTAL
VOLUNTARY TRANSFER REQUEST
INSTRUCTIONS/PROCEDURE
A regular-help employee may request a transfer or voluntary demotion to a classification with
a comparable salary (no greater than 4.9% step to step), or a lower salary, as that held by the
employee, and for which the employee meets the minimum qualification requirements as set
forth in the job specification.
To request a transfer or voluntary demotion, an employee shall obtain an Inter-Departmental
Voluntary Transfer Request form and an Application for Examination from the Department of
Human Resources. The application is to be completed in full. Resumes will not be accepted
in lieu of a properly completed application. The completed forms are to be submitted by the
employee to the Department of Human Resources for review. The employee will be notified by
the Department of Human Resources as to the determination of his or her eligibility for the
transfer.
If the Voluntary Transfer Request is approved by the Department of Human Resources, when a
vacancy occurs in the classification and a department has initiated a request for a certified
list, the Department of Human Resources will forward the approved Voluntary Transfer
Request and application to the appointing authority. The appointing authority may select from
either the approved Voluntary Transfer Requests, or the eligibility list certified by the
Department of Human Resources.
If a transfer applicant is selected, the Personnel Action form showing the transfer action shall
be completed by the department receiving the transfer and shall be signed by both
department heads and the employee.
The voluntary transfer process may not be used for promotion.
In addition, the voluntary transfer may not be used if the department has had a layoff and a
layoff reinstatement list exists for the position in which the vacancy exists. In such cases, all
selection(s) must be made from the layoff list.
A probationary period may be required in the new classification if the classification being
transferred to is not equivalent (a different occupational field) to that currently held.
Approved Voluntary Transfer Requests will remain valid for one (1) year from the date of
submission to the Department of Human Resources, or until the employeeÓs transfer has been
effected, whichever occurs first.

AND EMPLOYEES OF THE COUNTY OF BUTTE
The Board of Supervisors of the County of Butte ordains as follows:
