Dear Andy and Board Members,
This evening CDPH held a call with local health jurisdictions to inform us of a change
regarding the State Tier system. They are calling this change an “Emergency Brake” for the
State due to the exponential increase in COVID cases recently.
Butte County is seeing a significant increase as well. Just today we had around 49 positive
cases and 20 hospitalizations. Some of those hospitalized may not be Butte County residents
but our hospitalizations had been down in the low single digits for quite some time until very
recently.
The e-mail below describes how this “emergency brake” process is going to impact us. In
short, instead of moving bad to the red tier this week as we had expected, we will be moved to
the purple, most restrictive tier, tomorrow.
Andy is going to try to set up a call with elected officials and city/town managers tomorrow so
we can give them the information.

Dear Butte County,
Please find attached the Blueprint for a Safer Economy Tier Assignment for
11/16/2020. The document is embargoed until Monday, November 16, 2020 at
12pm. Butte County will move into the Purple Tier.
Given the exponential rise in cases and concern for our acute care hospital
capacity, the following methodology was applied to make the tier assignments:
Used case rate and test positivity data with a 4 day lag (rather than 7 day
lag). We determined this would give us better visibility into recent changes.
Moved counties with one week of worsening metrics (as opposed to the
usual 2 during times of stability)
Moved counties by more than one tier if metrics merited this.
Test volume adjustment for case rate is based on last week’s data. We did
an assessment that the adjustment factor generally doesn’t change
significantly for a given county from week to week.
Health Equity Quartile data was not used for this week’s tier assignment,
since there is no forward movement for any county.
