Governor Newsom Update, November 16, 2020

Want to address headlines across the state and the US
Daily cases have doubled in CA in the past 10 days this is the largest rate increase we have
experienced at 51.3% increase
Counties will now move back after 1 week, not just two weeks
Because of significant increases, come counties will move back multiple tiers
Counties that move back must make industry changes urgently instead of 3 days with
enforcement
CA will assess tiers again mid-week
Today we are moving forward and not waiting for Tuesday to make announcements
Purple: 41 40 are moving back
Red: 11 Counties
Orange: 4 Counties
Yellow: 2 Counties
11 surge facilities throughout the state, anility to stand up more in 24-96 hours
Total beds capacity 1872
The first site will be in Imperial County will be leaning in aggressively in Imperial
We have increased PPE
Testing has increased
22k homeless individuals have been housed via Project Roomkey
95% of people who have come in contact with someone who is positive are being contacted
same day through efforts at local level and advanced by partners such as UCLA
We are moving from a marathon to a sprint on a vaccine
Pfizer and Moderna pursuant to early plans, expectations are being met, timelines are a little

A few weeks ago I was asked to go to a friends 50 b-day, outdoors in Napa (orange county).
As soon as I sat down I realized the group of people were larger then anticipated, I should have

We have been very surgical

We have heard feedback from federal partners for when vaccines actually land in the laps of

The Community Advisory Committee has been formed to advise from the bottom up for the
distribution of the vaccine

What is your message to high school athletes who are eager to return?

I was one of those athletes, so I deeply appreciate the question
My heart goes out to the athletes and families
It is important that we do activities safely
There was a group that went to Arizona and came back with several cases
I have signed off on the update and we paused it we have the guidelines but have hit the
breaks, I will have Dr. Ghaly explain more

We want to make sure we set it up for success so as it happens, we have to pause it down

Newsom Administration - Resources / Mutual Aid / Executive Orders
Today, Governor Newsom and state public health officials announced pulling an emergency
brake in the Blueprint for a Safer Economy, resulting in 94.1% of California's population being in the
most restrictive tier. This change is effective tomorrow. The State will reassess data continuously and
move more counties back if necessary. The Governor also noted that counties will now move back after
one week, rather than two. Currently, here are the numbers:
o Purple: 41 (40 are moving back)
o Red: 11 Counties
o Orange: 4 Counties
o Yellow: 2 Counties
California is strengthening its face-covering guidance to require individuals to wear a mask whenever
outside their home, with limited exceptions. Governor Newsom said he is also considering a curfewand
currently has three different studies on his desk that he is reviewing before deciding whether to
implement.

To increase alignment with TCAC/CDLAC HCD pausing some guidelines/NOFAs
In July, HCD published its fiscal year 2020-21 Notice of Funding Availability (NOFA) calendar, showing
NOFA release dates for state and federal housing-funding programs. Since then, the California Tax Credit
Allocation Committee (TCAC) and California Debt Limit Allocation Committee (CDLAC) two of
sister housing agencies released draft regulations and are now engaging stakeholders for public
comment with the goal of adopting regulations before the end of the calendar year. View here.
