Box 770000 San Francisco, CA 94177-0001 Re: Control of Debris from the 2020 Fire Season Dear Mr. Nimick: This letter is being sent because we have identified one or more of your FERC projects being located in an area that was and may still be experiencing impacts by the extreme 2020 fire season. Depending upon the basin upstream of your project and the amount of vegetation remaining after the fire, the potential exists for your project to be impacted by excessive woody debris entering the reservoir, and/or impacts from possible mud and debris flows from flash flooding during the 2020/2021 winter precipitation and spring runoff events. This could include overstressed boat barriers or log booms, clogged ungated spillways, clogged and/or damaged spillway gates, damaged conveyance features, and other impacts. Based upon this concern, we are requesting you provide the following information: 1. A list of your FERC projects within a basin that was impacted by the 2020 fire season. 2. What efforts have been or are being made to assess the impacts from woody debris and/or mud/debris flows entering the reservoir. 3. What type of debris is considered most likely to enter the reservoir, such as large trees, branches, etc. 4. What efforts will be made to control and remove the debris that enters the reservoir so that the spillway and/or outlet works are not blocked. 5. What efforts will be made to protect conveyance features, including flowlines, canals and penstocks, that may be damaged by mud and debris flows or falling trees and branches? 2 Within 45 days of the date of this letter, please address our comments or provide a plan and schedule to address our comments prior to the onset of winter precipitation.
