Dear Mr. Blackett:
This letter presents notification of Pacific Gas and Electric plans to
install temporary erosion controls at DeSabla Forebay Dam, which is part of
DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory Commission
(FERC) No. 803. In recent years, inspections of DeSabla Forebay Dam have identified
areas with limited or no vegetative cover and erosion rills on the downstream face of the
dam. PG&E plans to install temporary erosion control measures (e.g., straw wattles/fiber
rolls) to limit the potential for additional erosion until permanent mitigation measures can
be implemented. Additional background and details on the proposed temporary erosion
control installation are enclosed for FERCreview (Enclosure 1).
In a letter to your office, dated June 26, 2019, PG&E provided a plan and schedule to
address action items identified in the 2018 annual FERC inspection of the DeSabla-
Centerville Project. One of the action items included long-term mitigation measures to
address the erosion-prone downstream face of the dam. PG&E planned to perform an
analysis of alternatives in the first quarter of 2020 and file a status update and information
pertaining to the selected alternative with FERC by April 15, 2020. However, the analysis
of alternatives was delayed due to impacts from the COVID-19 pandemic. PG&E
currently plans to complete the analysis and submit a plan and schedule for installing the
long-term erosion protection measures to FERC by January 15, 2021.
