Newsom Administration - Resources / Mutual Aid / Executive Orders
Today, Governor Newsom announced that California will provide temporary tax relief for
eligible businesses impacted by COVID-19 restrictions. The temporary tax relief entails an
automatic three-month income tax extension for taxpayers filing less than $1 million in sales
tax, extends the availability of existing interest and penalty-free payment agreements to
companies with up to $5 million in taxable sales, and provides expanded interest-free payment
options for larger businesses particularly affected by significant restrictions on operations
based on COVID-19 transmissions. You may view the press release for more details.
As COVID cases continue to trend upward, Governor Newsom said California is on track to
exceed its ICU capacity by mid-December, and he will, if necessary, reimpose strict stay-at-
home orders like those issued in March to prevent hospitals from becoming overwhelmed.
As of today, there are 50 counties in the Purple Tier.

The alarming concern is the rate of growth
Our average number of daily tests continues to increase
Needs to increase still
New lab is coming online
Positivity rate the most important driver of community spreads
6.2% positivity rate now
Roughly 12% of new cases likely will be hospitalizations over a 2-week period
Once a case is reported about 12% of those are likely to be individuals that will be hospitalized
Little over 6 to 8 weeks we have seen 89% increase over the 14-day period of people who have
been hospitalized
Current projections we are showing hospitalizations that without any additional interventions,
changes in behavior, we can see a 2 to 3 times greater increase in just one calendar month
59% of all of our hospital beds are being utilized in the healthcare delivery system itself
11% has tested positive for COVID-19
In San Joaquin Valley we project upwards of 83%
ICUs when we have someone hospitalized, 10-30% will require ICU care
ICU admissions have increased 67% in the last two weeks
23% of the total number of patients in our critical care system tested positive for COVID-19
75% of all the states ICU beds occupied
Northern CA at 85% by 12/24 at 134% capacity
112% capacity statewide by 12/24

Some of the tools in the toolkit when we were at this in the early part of the summer, because
of the surge the mutual aid available is more limited
Thinking in that way how we can be more creative and proactive
Larger than the national stockpile
We have 871 individuals that are active and registered, we are going to work harder to get a
broader swath of opportunities to make that available
state testing lab
Could not have come at a better time
Address the sector specific needs for our schools to open safely to provide these lab-based
tests which are critical
Doing what we can to procure more ventilators
Not a comprehensive list but just some of the work we have done
11 surge facilities across the state
Warm status which can come online quickly
Based upon these trendlines we are likely to need to make these facilities fully operational
This capacity has been organized and formalized in a way that we are prepared to access if
needed
If we need to access our PPE inventory, which we continue to procure
Distributed 600+ million masks already
Doing the same with gowns and gloves and face shields
Need to prepare our small businesses

As we look at our own modifications statewide, we have to be more mindful than ever to look
at the economic impact
Working on a budget for the next fiscal year
Immediately we are targeting most impacted sectors of our economy
Announcing immediate release billions of dollars for small business that have collected and paid
sales taxes up to $1 million allowed to be floated for an additional 3 months
Can use that money to float any obligations you have
It is automatic
We are going to expand interest free for businesses for businesses with sales up to $5 million,
just have to fill out a form, on our COVID-19 website
Expanding to restaurants, bars, nail salons, hospitality industry in particular
This is money we are getting out right away, half a billion dollars of additional grant money
Up to $25,000 to businesses, cultural institutions, and nonprofits
Will be a bridge over the next number of weeks to what we will work on with the Legislature in
January
I addition to that we are increasing our investment in a CA rebuilding fund
We had an overwhelming response
This was the brainchild of Janet Yellen, the former fed chief and who will be the next Treasury

Talked about the importance to providing direct relief to businesses
$125 million goal to provide, will leverage these dollars
Want to get an additional $12.5 million that will leverage tens of millions more
Tomorrow, $100 million in main street hiring tax credit, up to $1,000 per qualified employee
with up to $100,00 per small business

Waived the franchise tax in CA for new business startups, set aside 100 million in budget
Exclude all the PPP loans from any state taxes
Provided for disaster relief loan guarantees, now up to $100 million

Announced a program working with FEMA, called Great Platers to have restaurants that are
closed or substantially impacted
Want to allow them to serve the most vulnerable and those in need
That program, if you are a restauranteur please utilize this program
75% reimbursement, 25% pickup to the counties
Allows restaurants to get paid to provide these meals
10,000 food industry jobs have been supported by this program
Important that we share more information about this program
There are implementation challenges, not a perfect program
Important that we promote it nonetheless
Could be very very helpful if it works for you
We did an executive order on commercial evictions freezing until the end of March
Have provided additional support to amplify the work that is being done in our 86 small
business centers, a treasure trove of information, need to be utilized
Small business association provides injury disaster loans
These small business centers have all the information so you can get that support from the SBA
First to move to get these disaster loans
The PPP program, almost $69 billion has been drawn down in this state
Over $105 billion in federal relief since the start of the pandemic
Know that this is not enough

another letter on what we believe are the most important supports to include in a new CARES

We anticipate 327,000 doses of the vaccine from Pfizer to come in the next few weeks

What sort of thresholds are you using for when you will have expanded stay at home orders?

depend on regional networks of hospitals
We are looking at this on a regional basis
We have a number of various regions made up of multiple counties, we look out on where their
hospital beds might be filled
Medical/surgical beds are not ICU equivalent beds
We are looking at ICUs
Usually specialized space and specialized equipment and staff
Even when we might be using 75% of total hospital beds, with regards to
our ICUs
Imperial County had to move lot of patients out of their county to other counties to get the
high-level care
Have worked to increase counties in similar hospitals
ICU capacity is the primary for deeper restrictions
We know that the quality of care in ICU units that we have to set up and exceed the capacity of
staff, we are doing all we can to anticipate that and address those issues
We want to stay in front of surges
Statewide we see the second half of December could be pushing the limits in some areas

For CA it is a different level of reporting on the size and scale of this state
We are testing more and more people but have to do a lot more
The positivity rate is the number that is incredibly important to track
We are seeing an increase in the last number of weeks in case and positivity rate

That 6.2% is not the highest this state has seen but the projected rate increase is the highest we
have seen

It is easy to drop it
We understand that it is hard
Some has to due with COVID fatigue, people just want to be done with this
It does not take a break because we are tired of it
Hope that our most vulnerable could be getting vaccinated in just a number of weeks
COVID is moving from the east to the west if you look at a map of the US
Hopefully people who traveled take the advice on quarantining
Traveling and mixing does drive transmission
34.5 cases per 100,000 people is four times higher than many weeks ago
Activities that people thought were safe a couple of weeks ago are not as safe as people

Everybody wants us to identify the sector where spread is happening
When you have this level of spread in our communities, it is spreading across our communities
Indoors is where transmission is the easiest, when you take down your mask and close that
distance
Everyone is vulnerable to becoming infected
There is this broad sense that it is community transmission
General mixing, some of the stay at home and changing how we move, and mix can make a big
difference
We can be more surgical with what we do and prescribe it for a shorter amount of time
We can get impact from certain interventions more quickly

And the issue of indoor versus outdoor

As it gets colder and colder it gets more difficult to maintain the level of activity that we have
had outdoors
