Further, if an intervenor files comments or documents with the Commission relating to the merits of an issue that may affect the responsibilities of a particular resource agency, they must also serve a copy of the document on that resource agency. k.Description of Request:The applicantspropose to reconnect the Grizzly Powerhouse to the grid.The Grizzly Powerhouseconnects to the grid at Pacific Gas and Electric Company’s (PG&E)Caribou-Palermo transmission line,viatheproject’s115-kV transmission line referred to as the “Grizzly Tap.”In November 2018, the Caribou- Palermo transmission line was de-energized as aresult of damage from the Camp Fire, forcingthe Grizzly Powerhouse out of service.Following the Camp Fire,PG&E committed to permanently de-energizing the Caribou-Palermo line.The applicants propose toreconnectthe Grizzly Powerhousetothe grid by removing the connection from the Caribou-Palermo lineandinterconnecting the Grizzly Tap at the 230-kV Bucks Creek-Cresta transmission lineinstead, which begins in the Bucks Creek substation yard (substation yard),and is part of the project. The applicantspropose a 3-phase process in order to facilitate the reconnectionto the grid.In the first phase,which it hasalreadycompleted, the applicantsremoveda 900- foot-long sectionof the Grizzly Tap,spanningfrom thesubstation yard to the Caribou- Palermo line.The applicantsreport thatthey did not engage in any ground-disturbing activityto remove the section.The applicantsstate that they arecurrently finalizing the design of the reconnection, but propose inthe second and third phasetoreinforce an existing access bridge withsteel plates to support the weight of vehiclestransporting new Project No. 619-171 -3- electrical equipment,remove a lattice tower in the substation yard, and to reconfigure the substation yard, largely to incorporate a new transformer,so that the 115-kV Grizzly Tap may be stepped up to 230-kV and connected to the existing Bucks Creek-Cresta 230-kV line.The applicantsstate that all activities associated with its non-capacity amendment application would occur within the existing footprint of the previously disturbed areas of the substation yard, the adjacent parking areas and roads, and the Grizzly Tap transmission right of way, and included an Exhibit E (environmental assessment)along withtheapplication. l.Locations of the Applications:TheCommission provides all interested persons an opportunity to view and/or print the contents of this document via the Internet through the Commission's website at http://www.ferc.gov/docs-filing/elibrary.asp .Enter the docket number excluding the last three digits in the docket number field to access the document.
