It is up to the local agency and/or affected landowners to ascertain this elevation and establish finish floors for all new structures above this elevation. In an attempt to determine the extent and depth of overbank flooding, we have reviewed the data provided to us by your staff (work map and HEC -2 printout) in' an attempt to understand the method and data used to develop the limits of flooding. I contacted the Corps of Engineer in Sacramento who indicated that they provided hydrology to the FEMA Consultant, Baker Engineers. I contacted Mr. John Ricks of Baker Engineers to the determine the extent of study and field work that had been conducted in order to establish the "Flood Zone". He stated that they had used the best available information consisting.of the 1"=2000' quadrangle sheets with 1"=5' contour intervals to generate "topo" for input into the computer program. It is my professional opinion that this information is inadequate to generate flood boundary information in this instance. In other words, the area outside of the creek channel proper is essentially level or slopes to the northwest. We have not made a determination that the creek will or will not overtop its banks. This detailed study would require extensive field work coupled with backwater analysis utilizing a program such as HEC -2 (which we do not yet have) or WSPRO (which we do have). We feel that these studies are more properly a function of the regulatory -agency. If overbank flooding were to occur with such a broad, flat floodplain, flooding depths should be minimal. It is my opinion that if finish floors are established 2.0 feet above the average surrounding ground that sufficient protection should be provided to the residences. Accordingly, it is our opinion that finish floors established 2.0 feet above the average surrounding ground should provide protection from,the 100 year flood event. We established a temporary bench mark in a wooden fence post at the site, elevation 164.82 City of • Chico Datum which is the recommended finish floor elevation.
