Newsom Administration - Resources / Mutual Aid / Executive Orders
Today, Governor Newsom announced the statewide launch of CA Notify, a new digital tool
aimed to help reduce the transmission of COVID-19. Starting Thursday, December 10,
Californians can opt-in to receive COVID-19 notifications informing them if they have been
exposed to someone who has tested positive for the virus. CA Notify is a digital tool that
protects privacy and security it does not collect device location to detect exposure and does

piloted with the help of the University California, San Diego and the University of California, San
Francisco. You may view the press release here.
Governor Newsom announced that the State has requested 815 contract medical providers to
aid in Californias health delivery system during the surge. Healthcare workers are expected to
begin arriving in California as early as next week.
The Governor also touched on vaccines today, noting that the State anticipates the first order
to be delivered on December 14. You may view slides from todays briefing here and SYASL staff

Also today, Governor Newsom announced the appointment of Tomás Aragón, 61, of San
Francisco as the new Director of the California Department of Public Health. Aragón has been
Health Officer for the City and County of San Francisco and Director of the Population Health
Division for the San Francisco Department of Public Health since 2011. View here.

Today, the Legislature convened for its Organizational Session for the 2021-22 Legislative

Senate Launches 2021-22 Session: Pandemic, Economic Recovery,
and Chronic Challenges Top Priorities
SACRAMENTO Senate President pro Tempore Toni G. Atkins (D-San Diego), along with
her new and returning Senate colleagues, convened the 2021-22 legislative session today, with
Atkins stating the Senate would continue to focus on COVID-19 prevention and response,
economic relief and recovery, and chronic challenges facing California that have been made
worse by the pandemic.
In order to follow public health directives, toda
constitutionally-required organizational session that included the swearing-in of new Senators,
the election of Senate officers, and the opening of the Senate Desk for senators to introduce new
legislation. The Senate limited ceremony and did not allow guests on the Senate Floor to comply
with county health directives.

including new and re-elected members, and three will be sworn in at a later time. Together, the
Senators re-elected Erika Contreras to serve as the Secretary of the Senate, elected Cara Jenkins
to serve as the Legislative Counsel, and elected Katrina Rodriguez to serve as the Chief
Sergeant.
The Senate will reconvene Monday, January 4, 2021.

CA Notify leverages Apple and Google tech to notify potential exposure, 100% private, secure
and opt-in, does not track location
CA Notify: Available this Thursday
The app has the ability to notify you if you have been exposed to someone who has tested
positive for covid
The initial pilot started in September and is now being brought as a statewide opportunity
The more people that opt-in, the more effective the tool can be

o Imperial County 60-bed build-out
o NorCal bed build-out at 4 hospitals
We have requested staffing from the federal government
o 160 staff to support ICU
o 80 EMS to assist with healthcare, alternative care and SNFs

o 2,538 shifts supporting 109 facilities statewide
o Approx. 900 members ready to deploy
Imperial Valley College
First doses will be made available to frontline workers
Both vaccines require two doses
Transportation logistics will be UPS, FedEx
Providers will have cold storage on site
We are confident in our capacity the cold storage needs will be met

sure people download and use it? What will you do with those who are reluctant to do contact
tracing?

We are very pleased with the results of the pilot
You are right, this is only as good as people's adaptation and utilization
It is not a contact tracing app, it is a notification app
This is CA, our adaptation, innovative spirit and the fact that two CA based companies are
partnering I think will give us what we need to see some adaptation

I would say it is a breath of fresh air to have Becerra at the federal level
This is a gamechanger for CA
We are working on the budget as we speak
You cant have a serious budget discussion without talking about healthcare
I am very enthusiastic about the pick
I could not be more pleased for the state and for our healthcare future
We will take advantage of our relationships, not unfairly, but we want to make sure we are
right there in the beginning and accelerate

Can you explain your thinking in allowing open schools to remain open during surge?
Pandemic has exacerbated school budgets, why are you not doing more?

We have $5.4 billion to education from CARES, the majority was set aside for equity
We have been very proactive and resolved to address the concerns and anxieties parents have
around school and distance learning
We have highlighted our philanthropic efforts and supports many times for Chromebooks and
to address the digital divide
I hope you are familiar with the work being an ongoing commitment
We will lay out more in our budget in just a few weeks

mandates but are allowing local school districts to remain open, and private schools are able to
remain open

workers only or if you are in a region like the Bay Area that is exercising local control

Dollars are going out the door, if you are a barber, restaurant etc., go to covid19.ca.gov to apply
for interim financial support
Dollars were just made available last week
We are waiving sales tax so people can use those dollars to help float
I am a small biz owner, I deeply recognize the pain and suffering, it devastates me
We need the federal government to recognize they are not doing their job by not extending the
PPE program, small biz loans and other supports

All I am asking is know this, this is the thirf wave, we anticipate a 4 waive; vaccines are
on their way
