The longstanding lack of code enforcement on the Upper Ridge and the
widespread substandard living conditions following the Camp Fire are
separate issues. All of the yellow dots on the windshield survey are
outside the fire perimeter. The current code enforcement process here
is more likely to lead to escalation than relief, deterring complaints
to the detriment of the quality of life in our neighborhoods. But this
is unrelated to Chapter 53 interim housing.
Inside the fire perimeter, more than 2000 homes with Magalia addresses
were destroyed. No earthquake shacks were provided to survivors of this
disaster. Response has been a patchwork. Many survivors are waiting for
manufactured homes to be delivered or readied for occupation. Others are
waiting for the perpetrators' bankruptcy settlement or for CDBG-DR
Owner-Occupied Rehabilitation and Reconstruction funding to let them
finally replace their homes. Which won't come until well into 2021.
Meanwhile, they are living in temporary dwellings on their own lots
to remain part of this community.
The depopulation, absentee ownership, and long-term neglect of this area
now allow opportunists who do not qualify under 53-57C or 53-34E3 to
occupy temporary dwellings in Magalia. Requiring Administrative Permits
and placards on legitimately occupied RVs or accessory structures would
be one step forward.
Note that Code Enforcement has historically been unable to deal with
people living in RVs outside official HCD parks. When the halfway house
in De Sabla was renting out an RV in their driveway, Code Enforcement
said they would have to go out there every day for more than two weeks
to document a section 24-75 violation. This is something the Board might
want to give Code Enforcement better tools to address.
People legitimately occupying RVs and other temporary dwellings should
be allowed to continue to do so, especially given the failure to provide
fire survivors more adequate housing. Yet they should also comply with
the same standards for noise, junk, and sewage as other neighborhood
residents.
I support Option 3 and oppose Option 4. I support educational outreach
to the parcels identified in the windshield survey but expect few to
voluntarily come into compliance. The Magalia area, and especially the
Camp Fire area, will need further patrols and enforcement action to
address public nuisances. If that requires additional staffing, this
direct impact from the fire would be an appropriate use of the County's
PG&E settlement funds.

Hello!
I hope and pray that you had an enjoyable Thanksgiving despite where we find ourselves with
COVID19 and the restrictions placed by our Governor and Public Health Officials.
Additionally, thank you for your willingness to serve our county! The life of a public servant
is not something many are cut out for.
My primary reason for emailing is to voice concern as a Butte County Resident regarding item
4.14 on the agenda for December 8ths meeting.
I am trying to understand why the Board would even consider busying a payout from PGE that
is meant to help mitigate financial strain caused by PGE’s negligence that caused the Camp
Fire towards paying Pensions?
I fail to see the association of fiscal impacts to the county due to Wild Fire response and the
Counties pension liabilities.
100% of these funds MUST go towards what the monies were intended to help with. It is
absolutely irresponsible to apply and/or designate these funds to anything other than.
The people are watching, your constituents are watching, especially those who were directly
impacted by wild fires in Butte County.
Please reconsider the 20 Million dollars that have been “ear marked” for pension liabilities and
re-designate those monies to areas that better serve your constituents, specifically those
affected by wildfires in our county.

At the August 25 meeting, the Supervisors appeared to agree that direct
impacts from the Camp Fire would be the top priority for the PG&E
Settlement Fund. Today's recommendations fail to focus on those impacts.
The primary impact to the County at large may be the loss of tax
revenue. It is fair to use a portion of the settlement to maintain
levels of service County-wide. It is wise to maintain a reserve for
future contingencies. And given the historically low interest rates, it
is wiser to prepay certain debts financed at higher rates rather than to
bank the money for little return.
Yet, as I said last time, the County could invest instead in renewable
energy projects that would provide a greater long-term return through
decreased procurement costs for Butte Choice Energy, increased local
employment, and independence from PG&E's oppressive monopoly.
Restoring the communities devastated by PG&E's malfeasance must remain
the top priority. Thousands of homes were lost, including rental units
that have yet to be replaced. The county could create infill public
housing or infrastructure improvements that would attract private
developers. These funds can synergize with the more restricted federal
CDBG-DR dollars to produce neighborhoods that attract old and new
residents alike.
How this would look should come from the communities themselves.
The Upper Ridge Community Plan process is an important part of that,
and part of the Settlement Fund must remain available to enact the
community's vision. Yet the other unincorporated communities directly
impacted by the Camp Fire must also be involved. Not just consulted
by County Center but active participants in creating a better future.
And since the Forest Service is not offering compensation for their
mishandling of the Bear Fire, the County should spend some of the
funds it does have available to begin planning a better future for
Berry Creek and Feather Falls. We have been waiting too long for
relief after our disaster and wish our neighbors a quicker recovery.
Settlement Fund dollars can be invested in projects that pay for
themselves. Yet the ultimate purpose must remain helping impacted
communities overcome the disaster.
