WHEREAS, the Boardl of Supervisors wishes to memorialize procedures for Board Members to place items on the
Board meeting agenda to standardize procedural aspects of Board of Supervisors meetings; and
WHEREAS, the Chief Administrative Officer has memorialized the current practice for Board of Supervisors
members to place an item onto the Board of Supervisors agenda.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby adopts the procedure
outlined in the Memorandum dated December 8, 2020, regarding Procedure for Board of Supervisors Members to
Agendize Items, attached as Exhibit A.

RE: Procedure for Board of Supervisors Members to Agendize Items
In order to standardize procedural aspects of Board of Supervisors meetings, the Chief Administrative Officer has
memorialized the current practice for Board of Supervisors members to place an item onto the agenda.
Agenda Items that Do Not Consider Policy, Procedure, or Board Action
To agendize resolutions recognizing residents, constituents, local agencies, community-based organizations, or any
other resolution that is purely ceremonial in nature, any Board Member may submit a request directly to the Chief
Administrative Officer/Clerk of the Board. Supporting documents and/or language to be included in the resolutions
will be provided by the requesting Supervisor at the time of the request.
Agenda Items that Consider Policy, Procedure, or Board Action
To agendize items that include Board policy, procedure, or any other substantive action, a Board member can bring
up the request during Board of Supervisors Agenda Item 4.01.13. Board Member / Committee Reports and Board
Member Comments. The request must be supported by at least one other Board Member. Any request to agendize
an item that is supported by two or more Board members will be placed on an upcoming agenda. The timing of an
agenda item returning before the Board is determined by the amount of staff work required to produce the item,
the size of upcoming agendas, and by the timeliness requirements inherent to the situation.
In the event that a situation develops in between Board meetings and the action requested has a deadline that
cannot accommodate waiting until the next meeting, a Board Member, with the concurrence of a second Board
Member, may submit the item directly to the Chief Administrative Officer/Clerk of the Board to be placed on the
next possible agenda.
Appointments to Butte County Boards, Commissions, and Committees
There are approximately 50 different boards, committees, and commissions to which the Board of Supervisors
makes appointments. Generally, there are two distinct classification that these 50 boards, committees, and
commissions fall into:
1) Those that have defined appointment processes for vetting of the applicant prior to the Board of
Supervisors Appointment, and
2) Those that do not have additional processes prior to the Board of Supervisors appointment.
To appoint to boards, committees, and commissions of the first classification, Board Members must contact the
specific board, committee, or commissions to ensure the nominee has met the required criteria. Upon confirmation,
the Board Member can proceed with the process outlined below.
To appoint to boards, committees, and commissions of the second classification, Board Members shall submit
requests directly to the Chief Administrative Officer/Clerk of the Board, and shall be accompanied with the following
information:
A. The name of the board, commission, or committee and the position the nominating Supervisor wishes to
appoint to;
B. The name and contact information of the nominee;
C. Completed application (can be submitted by the nominee online). For appointments to boards,
committees, and commissions that have their own appointment process which includes an application, the
nominee can submit that application in lieu of the County application if it includes the same information.
Unscheduled Vacancies
Pursuant to Government Code section 54974, whenever an unscheduled vacancy occurs in any board, commission,
or committee for which the Board of Supervisors is the appointing power, whether due to resignation, death,
termination, or other causes, a special vacancy notice shall be posted in the office of the clerk of the local agency,
and in other places as directed by the legislative body not earlier than 20 days before or not later than 20 days after
the vacancy occurs. County policy is to post the vacancy notice on the County's Clerk of the Board website, at the
County Library — Chico Branch, and at County Administration. Additionally, vacancy notices are emailed to the full
Board for posting in their district office.
Final appointment to the board, commission, or committee shall not be made by the Board of Supervisors for at
least 10 working days after the posting of the notice in the Clerk's Office.
If the Board finds that an emergency exists, the Board may fill the unscheduled vacancy immediately. In this case,
the person appointed to fill the vacancy shall serve only on an acting basis until the final appointment is made
pursuant to the timeline outlined above.
