Delegation of Authority regarding Section 106 for the Grizzly Forebay Dam
Access Improvements Project
Dear Secretary Bose:
Pacific Gas and Electric Company (PG&E) operates the Bucks Creek-Grizzly Hydroelectric
Project (FERC No. 619) (Project) located within Plumas County, CA. The proposed work
performed on the hydroelectric Project will require permission from the Federal Energy
Regulatory Commission (FERC), and therefore will constitute an undertaking as per 36
CFR 800.
Access to the remote Grizzly Forebay Dam is challenging, especially in winter months. The
site is only accessible during the summer to early fall. The right side of the dam, right
abutment and intake are accessible from an unimproved access road off Grizzly Forebay
Route 24A. However, the overpour spillway prevents access to the left side of the dam,
which can only be accessed by boat.
PG&E has identified several access and safety issues at Grizzly Forebay Dam that need to
be addressed for operations, maintenance, dam safety inspectors, survey personnel and to
improve general safety. Construction is anticipated to begin in July 2021, with completion
by October 2021.
To perform the necessary construction, consultation will be required with the State Historic
Preservation Officer (SHPO). PG&E requests that FERC, as the lead federal agency for
undertakings related to this Project, delegate authority to PG&E to carry out tasks
necessary for compliance with Section 106 of the National Historic Preservation Act
(Section 106), as allowed under 36 CFR 800.2(c)(4). If granted authority, PG&E will act on
behalf of FERC and perform all consultation with the California State Office of Historic
Preservation, the USDA Forest Service Plumas National Forest (the land-holding agency,
