Dear Mr. Blackett:
This letter presents an update on (PG&E) plans to
conduct an external audit of ODam Safety Program (ODSP) in 2021. As
described in a letter to your office, dated August 10, 2020, PG&E planned to conduct its
ODSP audit in late January 2021. However, because of continuing restrictions on travel
and in-person gatherings related to the COVID-19 pandemic, PG&E has postponed the
audit until early August 2021.
PG&E also proposes to add Mr. James Becker to the panel of independent external
experts that will conduct the audit.
in nuclear operations and experience serving on numerous nuclear safety review boards
will strengthen the audit team and offer valuable perspective and insight from outside the
dam safety industry. A statement of qualifications and resume for Mr. Becker is enclosed
with this letter for review and acceptance (Enclosure 1).
The other proposed panel members, whose resumes and statements of qualifications were
following individuals:
Mr. Stephen W. Verigin, P.E., G.E.
Mr. Stephen J. Rigbey, M.A.Sc., P. Eng.
Dr. Ross W. Boulanger, PhD., P.E.
PG&E plan to conduct its ODSP audit in virtual and in-person phases during two
consecutive weeks also remains unchanged. The first phase, comprising video conference
presentations and interviews with PG&E leadership and key dam safety staff, has been

rescheduled for the week of August 2, 2021. The second phase, involving field visits and
interviews with local dam safety engineers, operations and maintenance crews, and other
PG&E staff who support the ODSP, has been rescheduled for the week of August 9, 2021.
