Good afternoon,
Please find attached the 2021 Base Year Franchise Rate Adjustment Reports for Northern, Waste
Management and Recology, and the rate approval letter signed by myself, Craig and Andy Pickett.
This is year is a “Base Year”, per the approved Franchise Agreements, and we retained R3
Consultants to carefully analyzed the Base Year Rate Applications submitted by each firm.
The rate changes for calendar year 2021 are shown below.
Recology Butte Colusa County (RBCC): 8.88%
Northern Recycling and Waste (NRWS): 16.53%
USA Waste of California (Waste Management) 0.00%
The individual franchise agreements are here if you are interested in details of the individual
franchise contracts and/or the Base Year Rate Adjustment Process

Recology and Northern will be updating their customers, and letting them know that there will be an
increase in 2021. Recology rates will not change.
