12/13/2020 I oppose the annexation and proposed development at:
ASSESSOR PARCEL NUMBERS: 030-360-091 & -092 APPLICANT: Ruddy Creek
Partnership
The current effort to request the City of Oroville to annex and re-zone two
properties to approve the proposed; the Villages at Ruddy Creek subdivision; a
97 unit development has many issues. The proposed development of the
Villages at Ruddy Creek is not in accordance with the similar land use of the
current Thermalito County neighborhoods. Why is this proposed subdivision
project not before the Butte County Planning Department?
If the city annexation of these parcels goes through, will the City of Oroville be
liable and responsible for deficient drainage issues documented by Thermalito
Water and Sewer District and Butte County? Will the City of Oroville, its voting
City Council members, and the Mayor of the City of Oroville be liable if they
approve the annexation of this project when it causes increased flooding of
Ruddy Creek?
There is a lack of transparency with this annexation and proposed project.
There was a supposed neighborhood meeting for this new proposal of the
Ruddy Creek subdivision development on Sept 8 2020 at 6:00 pm. The North
Complex /West Fire hit that night.
Where are the minutes of this meeting? Who was present?
Who has the answers to these questions? When will these answers be
provided?
The City of Oroville was in an Evacuation Warning when the public comment
period regarding this proposed Ruddy Creek development ended Sep 11, 2020.
On Oct 1 2020 the Oroville Planning Commission held a ‘Special Meeting’ with
the Villages at Ruddy Creek on the agenda. At that meeting, one of the
commissioners was late and the Villages at Ruddy Creek agenda item was
moved from #4 to #1 to accommodate the property owner, the same owner
that has left illegal dumping on his property for years.
The City of Oroville scheduled the proposed annexation and the Villages at
Ruddy Creek subdivision on the Dec 1, 2020 agenda, one day after the
Thanksgiving weekend. This raises questions about public feedback and
transparency regarding this proposed annexation and development.
The public comment period was Dec 1st, only to have the agenda item moved
to Dec 15 with no notice given about the public comment period being
extended. This is my public comment for the record and please read it at the
City Council meeting on Dec 15, 2020.
I request to be notified of all proposals related to this annexation request and
subdivision project.
